Responsibilities :
1. The post holder will be responsible for the distribution and implementation of HR and related policies to ensure that the organisations Limerick Region complies with National Policies and procedures, all statutory employment and associated law, both National and European.
2. The post holder must ensure value for money at all times.
3. The post holder will be responsible for managing all HR related activities in the organisation in the Limerick Region and will participate in and lead, as appropriate, organisational change programmes.
4. The post holder will in conjunction with the National Head of Human Resources and the HR Team provide leadership and expertise in the area of performance management, succession planning, strategic resourcing and culture change.
5. The post holder should be flexible in their approach to service delivery and should have the ability to contribute positively towards the on-going development of effective teamwork.
6. The post holder is required to be familiar with and work entirely within Irish and EU law and their accompanying Regulations as they apply to the position and responsibilities of the post of Head of Human Resources.
7. In particular, the post holder will be familiar with the work within SI No. 367 of 2013, Health Act 2007 (Care and Support of residents in Designated Centres for persons (Children and Adults with disabilities) Regulation 2013 and the Health Information and Quality Authority (HIQA) Standards of July 2013.
The successful candidate must:
• Have at least 3 years' experience working in a senior HR role in a large complex organisation.
• Have a thorough knowledge of Irish and EU legislation relating to Employment Law.
• Recognise the equal rights of people with an intellectual disability in society and uphold and respect those rights.
• Be an experienced people manager able to lead and motivate large teams and have experience working as a member of a senior management team.
• Have substantial knowledge and experience in HRM covering a breadth of activities and best in class HRM Practices and Policies.
• Have demonstrated experience influencing and engaging senior managers, building strong relationships and driving and building a HRM strategy.
• Have experience in negotiating with Staff and Unions demonstrating excellent relationship management and influencing skills.
• Demonstrable management, coaching and consulting skills.
• The person appointed must have a relevant level 8 or higher degree or equivalent qualification. A level 9 qualification in a relevant discipline is desirable.
• Experience managing or leading a change improvement program demonstrating Planning and Organisation skills.
• Demonstrate proven Problem Solving and Analytical Skills and an understanding of the budgeting and financial processes.
• Have demonstrated Initiative and Multi-tasking abilities along with an ability to work collaboratively as part of a multi-disciplinary team.
• Be computer literate. including proficiency in Microsoft Office and knowledge of HR Information systems
• Possess a full clean driving licence
