BACKGROUND INFORMATION

The post holder would manage two grants in this role, specifically:
* EU4Health: A comprehensive mental health project, funded by the European Union and managed by the International Federation of Red Cross and Red Crescent Societies (IFRC), which involves 29 National Societies across Europe to support Ukrainians. The programme runs from July 2024 to July 2025. The project will implement a tiered support system comprising various interventions: Narrative Exposure Therapy (NET), Problem Management Plus (PM+) group sessions, Psychological First Aid (PFA) provided by volunteers, and Self-Help Plus (SH+) for individuals. The IRC will train staff, volunteers, and other professionals to provide these services and conduct assessments to identify needs and resources.
* AMIF programme: The mental health component of the Asylum, Migration and Integration Fund (AMIF) grant. The current AMIF programme runs from 2021-2027. Specific activities include a trauma counselling service to be delivered nationally.
SUMMARY OF ROLE
The Health and Wellbeing Programme Manager plays a crucial role in supervising and coordinating Irish Red Cross mental health and wellbeing projects and services. This position ensures alignment with IRC policies, Red Cross Red Crescent (RCRC) Movement Mental Health and Psycho-Social Support (MHPSS) Hub recommendations, and contributes to the achievement of Irish Red Cross desired mental health and wellbeing outcomes in its 2025-2030 Strategy.
ROLE RESPONSIBILITIES
EU4Health Project Oversight
* Line management of EU4Health Project managers (2 persons) with:
o Approvals: Review and authorise project-related decisions, expenditures, and resource allocations.
o Supervision of indicator achievement: Monitor key performance indicators and guide corrective actions when needed.
o Reporting guidance: Ensure timely and accurate reporting to stakeholders and funders.
Stakeholder Engagement and Representation
* Coordinate with external NGOs regarding:
o Service opportunities: Identify and develop collaborative initiatives to enhance mental health services.
o Engagement strategies: Design and implement effective outreach and partnership approaches.
* Raise awareness of IRC's mental health and wellbeing profile by:
o Representing the organisation at domestic events: Attend and speak at conferences, workshops, and forums.
o Participating in international project coordination events: Engage in global Red Cross Red Crescent Movement initiatives.
Strategic Development
* Contribute to the development of:
o Mental health and wellbeing policies: Participate in policy formulation and review processes.
o Organisational strategies: Provide expert input on mental health considerations in overall IRC strategy.
o Training programs for staff and volunteers: Design and implement capacity-building initiatives in mental health and wellbeing.
o Mental health and wellbeing proposals.
Programme Management and Coordination
* Focal person for coordinating with AMIF Programme Coordinator:
o Responding to queries and both identifying and overseeing the info required for project reporting and compliance.
* Provide technical support to project managers with mental health and wellbeing components in their projects:
o Offer expert guidance on mental health interventions and methodologies.
o Facilitate cross-functional collaboration to ensure project success.
o Provide guidance related to Movement MHPSS HUB policies, guidelines, and advice.
* Direct project activities towards the achievement of IRC mental health and wellbeing strategic outcomes:
o Conduct regular debrief of above mentioned project outcomes against mental health and wellbeing strategic goals.
Compliance and Risk Management
* Collaborate with Head of Compliance to:
o Develop a comprehensive risk registry for Mental Health projects: Identify, assess, and mitigate potential risks.
o Ensure adherence to organizational and regulatory standards: Implement and monitor compliance protocols.
Reporting and Communication
* Provide timely information to:
o Head of National Services: Deliver regular updates on project progress, challenges, and achievements.
o Senior managers in Irish Red Cross: Upon request provide relevant information on mental health and wellbeing initiatives.
* Maintain accurate project documentation and records:
o Implement efficient documentation systems and ensure data integrity.
o Facilitate knowledge sharing and best practice dissemination within the organisation.
ROLE REQUIREMENTS
Qualifications:
* Recognised Level 9 qualification in mental health, psychology, social sciences, or a related field.
Experience:
* Extensive experience in service design and delivering change projects or quality improvement initiatives.
* Proven track record in facilitating diverse groups.
Knowledge and Skills:
* Knowledge of the Irish healthcare sector and relevant mental health legislation.
* In-depth understanding of mental health challenges and recovery principles in Ireland.
* Strong programme management skills, including planning, organizing, and delivering results.
* Excellent communication and interpersonal skills, with ability to build relationships with stakeholders.
* Proficiency in Microsoft Office suite and data management systems.
