Role Title: Digital Health and Innovation Lead

A full-time and permanent position has arisen within Vhi for a Digital Health and Innovation Lead to provide enterprise-wide leadership for an integrated vision for all aspects of Digital Health and care innovation across the VHI care ecosystem. To guide the development and deployment of digitally enabled care solutions including specifically the development of a novel National Care-Coordination capability where unparalleled care continuity and coherency is managed for our members. This would involve coordinating and/or managing a portfolio of digital solutions owned across the VHI estate including but not limited to a provider platform, patient engagement platform, digital partners, and clinical first contact services.
As we expand our service scope and reach, we will increasingly depend on a constellation of strategic service partnerships. This network of partners will be digitally integrated at a platform level, sharing both data & information and clinical expertise. Understanding how to position VHI as a care platform and how to assemble the constituent parts through key partnerships, acquisition, and commissioning is essential to this role. Fluency in digital enablement, data strategy, and health ecosystem dynamics combine in this role to guide VHI’s investments in all aspects of digital + telehealth, clinical data, and analytics, clinical knowledge management.
The landscape of digital enablement in healthcare has become so complex that new roles are emerging which span expertise in clinical practice or healthcare administration plus experience capitalizing on the meaningful value of both existing and emerging technologies to address real-world problems in healthcare. This is a novel role in the Irish healthcare landscape; we anticipate that the ideal candidate will have worked in a leadership role in a large healthcare system managing the assembly and delivery of complex care models across a distributed multi-site system.
They will have experience in the design of care integration and coordination both at a systems and service level. They will also have led digital transformation activity as part of this role.
This may suit someone with a nursing leadership or healthcare administrative background who has a passion for system-level innovation.

Role Purpose
* Working with the GHO, develop a digital health sub-strategy including a roadmap for digital enablement + investment to deliver on the Group Target Care Model.
* Working with the GCO lead on digital engagement, ensure a seamless member experience across our digital platforms.
* Working with GHO and HCP, support the development of an ecosystem-wide view of the member healthcare landscape, specifically the mapping of digital service enablement and care integration.
* Champion the concept of a ‘Network of Care Excellence’ across the organization and make vivid and tangible the operational steps needed to assemble this.
* Identify and assess the viability of strategic digital health partnerships and acquisitions.
* Offer support to H&W in the digital health space specifically the digital enablement of existing services and the digital integration across these services. This includes all third-party digital services.
* Working with H&W training + education, develop a syllabus for digital fluency and digital professionalism.
* Working with H&W training + education, develop a syllabus for data fluency and data professionalism.
* Offer guidance in the procurement of digital decision support technologies and knowledge management technologies.
* Understanding the importance of pathways and protocols to the integration of care, along with the value to the business of reducing friction, develop a framework to seamlessly onboard distributed providers into a coherent connected care network.
* Working with HCP analytics teams, using VHI claims data, develop a population-level health data dashboard to extract insights which drive efficiency, accountability, and quality outcomes across the VHI network of care.
Education & Experience
Essential
* Minimum 8 years relevant experience
* Fluency in digital disruption and the disruptive impact of both established & emerging technologies not only in terms of healthcare delivery but also how technology is disrupting medicine itself (e.g. diagnostics/ genomics/ AI).
* Experience in the healthcare sector leading a provider through its journey to digital. This should include experience managing the cultural transformation triggered by digital and the workforce implications for digital displacement & automation.
* Experience in the development and implementation of service strategies, business plans, and models of care.
* Experience in a healthcare leadership position advocating for change and leading transformation programmes.
* Experience collaborating across the healthcare ecosystem and brokering novel partnerships and affiliations.
* Experience procuring/ commissioning digital health services.
* Experience driving clinical service integration and alignment. This should include the design of novel care pathways and provider collaboration. Experience transitioning and consolidating care services onto a platform, implementing data/ knowledge sharing and redesign workflow/workforce. Demonstrated alignment to Vhi values.
Desirable
Minimum 5 years leadership experience in a strategic focused Digital Health role, operating at a senior level and leading a team.
