Procurement & Supply Chain Manager
The Procurement & Supply Chain Manager is responsible for overseeing the procurement and stores functions of our rapidly growing business, ensuring timely and cost-effective acquisition of materials, goods, plant, and subcontract services.
Key Activities / Responsibilities:
* Develop and implement procurement strategies to ensure cost savings, efficiency, and supply chain reliability.
* Effectively manage the Procurement and Stores units to meet company objectives, across 4 regional depots (Derry, Castledawson, Mallusk, Omagh).
* Manage and coordinate Stores Supervisors to deliver materials, goods, plant, and subcontract services to specified standards within agreed time and cost budgets.
* Oversee buying function, ensuring pricing databases are maintained daily for accurate cost tracking.
* Provide technical guidance and negotiate pricing and credit requirements with customers and the supply chain.
* Forecast material usage and budgets, ensuring strategic procurement planning.
* Manage procurement administration, including record-keeping and reporting through centralised stores software.
* Drive continuous improvement in procurement processes and ensure adherence to Integrated Management System (IMS).
* Oversee plant resource management, including allocation, maintenance, and budgeting.
* Coordinate quarterly physical stock takes, including summarizing and pricing within specified timescales.
* Monitor procurement reports to ensure continuous improvement and compliance with company standards.
* Provide Accounts Department with monthly costing information for stock, plant, and transport operations.
Post-Contract Responsibilities:
* Prepare and issue subcontractor orders and contracts.
* Develop and manage procurement schedules in alignment with project teams.
* Ensure timely material procurement and delivery in accordance with project specifications, targets, and cost controls.
* Assist in appointment of subcontractors, ensuring compliance with designated subcontract conditions and project requirements.
* Negotiate and secure most favourable terms with both new and existing suppliers.
* Manage supplier lead times, ensuring minimal disruptions to operations.
* Facilitate strategic purchasing and implement global agreement opportunities throughout the supply chain.
* Monitor procurement performance, analyse trends, and report on cost savings, efficiency, and supplier performance.
* Oversee preparation and issuance of subcontractor orders and framework agreements in coordination with Head of Contracts.
Supply Chain Management:
* Manage subcontractor sourcing, ensuring compliance with contractual and regulatory requirements.
* Oversee and manage commercial onboarding of supply chain partners, including negotiating terms and conditions, issuing subcontract orders, and obtaining confirmations.
* Ensure subcontractors and suppliers meet all prequalification requirements, following process from identification through to approved partner status on Approved Supplier List (ASL) register.
* Regularly monitor best value, rebates, and credit terms with key suppliers and subcontractors.
* Develop and maintain up-to-date product library for procurement reference.
* Conduct regular supplier evaluations and audits to ensure high standards of service and compliance.
* Manage KPI databases for suppliers and subcontractors, ensuring compliance and performance tracking.
* Implement and oversee supply chain performance KPIs to enhance operational efficiency.
General Responsibilities:
* Ensure procurement and stores teams function efficiently and effectively.
* Promote cost-effective procurement solutions while maintaining high-quality and safety standards.
* Perform other duties as required to support business needs.
Education / Experience:
* Degree-level education in relevant field desirable.
* Proven commercial/contract experience in similar role.
* Demonstrated experience working in commercial environment on complex bids and contracts.
* Experience with collaborative arrangements and partnering agreements (desirable).
* Strong working knowledge of pricing, payment methodologies, terms and conditions, and contractual documentation.
* Understanding of business strategy with broad appreciation of general business issues beyond procurement.
