JOB DESCRIPTION
JOB PURPOSE:
The School of Education is the academic lead on the delivery of the DES-funded Postgraduate Diploma in School Leadership (PDSL) in collaboration with Continuing Professional Education (CPE), UL. The provision of the PDSL is an aim of the DES Action Plan for Education 2017. Following a tendering process run by the Office of Government Procurement on behalf of the Department of Education and Skills (DES) and the Centre for School Leadership (CSL) the Post Graduate Diploma in School Leadership (PDSL) for Aspiring School Leaders was developed. The programme is jointly awarded by University of Limerick (UL), the National University of Ireland, Galway (NUIG) (including St Angela’s) and University College Dublin (UCD). Delivery support from Cork Institute of Technology (CIT) and Association of Teachers Education Centres in Ireland (ATECI). The course will be open to approximately 200 participants annually.
The purpose of this job is to support the overall project management and implementation of the PDSL by UL in conjunction with staff in the School of Education and Graduate and Professional Studies (GPS) partner HEIs (NUIG and UCD) and the Centre for School Leadership (CSL). The post holder will provide support to the project manager:
* Day-to-day management of PDSL including organisation and implementation of the blended learning CPD programme for aspiring leaders in primary and post-primary schools in Ireland.
* Setting schedules and timetables for completion of work with lecturers and tutors.
* Organising delivery of lectures and tutorials in various sites.
* Liaising with all internal and external stakeholders on an ongoing basis including ITD, GPS and SoEd.
* Organising assessments, recording grades/liaising with external examiners.
* Monitoring progression.
* Contribute to recruitment/admissions.
* Monitoring & analysing national roll-out to ensure regional coverage in line with PDSL Director & Monitoring Group objectives.
* Reporting to the Monitoring Group.
Other duties as assigned by the PDSL Director.
KEY ACCOUNTABILITIES:
* Responsible for providing organisational and implementation processes to aid the PDSL Director, Project Manager and Course Board.
* Leading the organisational side of PDSL.
* Design and develop process improvements by analysing existing processes with PDSL project team.
* Provision of administrative support to the PDSL project team in terms of the project management aspect of the project.
* Contributing to the priorities set out by the PDSL Director and Project Manager.
* Liaison between the Project Team and the relevant UL units, PDSL partner higher education institutions (HEIs) and Department of Education and Skills (DES) for the duration of this project.
* Liaise where necessary with senior members of the university to ensure PDSL requirements are clearly understood.
* Communicate with relevant UL units and PDSL partners on an on-going basis in implementing the PDSL.
* Analysing data and report presentations as required.
* Managing elements of the PDSL project to clear deadlines.
CONTEXT:
Key Working Relationships & Contacts
This position has a range of working relationships both internal and external to Academic Registry.
* PDSL Director (SoEd) and PDSL Project Manager (CPE) to ensure the PDSL is provided and implemented as per contract with the DES. Contribute to the project from the organisational and implementation side. To share ideas, knowledge and information in relation to activities of the project.
* UL units, HEI and education partner involved in the various stages of the PDSL project.
* SoEd and CPE along with all associated users/stakeholders of the system during this project.
* External agencies as required for the duration of this project.
Working Environment/Special Circumstances
* Normal office working environment.
* Must be able to work additional hours in exchange for time in lieu in rare cases during periods of peak demand in order to meet process deadlines.
* Requires flexibility in terms of extended working hours during peak demand.
Job Boundaries
* In consultation with the PDSL project team must manage, plan and organise workload as per project plan.
* The post holder must be able to work effectively in a small team to seek consensus and agree on joint approaches to producing results.
* Will exercise good judgment, make well-informed decisions in a timely manner but consult with others as appropriate, such as PDSL Director and Project Manager, PDSL Course Board/project team members, managers of other UL offices, before implementing decisions.
* A high level of technical/business expertise, institutional knowledge and awareness is required for this role.
DIMENSIONS:
* This position has a budgetary role in monitoring of expenditure and invoicing and the appointee must be at all times conscious of saving money and making cost effective decisions. Must consider the cost benefit of any changes.
* Internal: UL PDSL Director and Project Manager, academic staff and support staff in SoEd, CPE and elsewhere in UL as appropriate.
* External – PDSL partners in other HEIs, external agencies DES, Centre for School Leadership) and the wider school sectors at primary and post-primary levels.
* The position also requires a high degree of organisation in operational and administrative areas to plan and organise work engagements and schedules.
