Background
The Head of Digital Transformation is a senior leadership role responsible for driving change through digital innovation and data-centric decision-making across our national transport infrastructure and services (Roads, Light Rail, Metro, Greenways).
This role will be responsible for spearheading and supervising the initiatives ofdigital transformationwithin TII.
This role is crucial in leveraging digital technologies that align with TIIs strategic goals, optimising TIIs capital programme, operations and asset management, improving customer experience and ensuring TII remains at the forefront of technological advancements in the transportation industry.
Key Responsibilities:
* Digital Transformation Strategy: Develop and implement a comprehensive digital transformation strategy aligned with the TIIs overall strategic objectives.
* Tailor digital transformation strategy to the needs of national infrastructure and services.
* Identify and prioritise opportunities for digital advancements that improve construction processes, network management and services, customer experience, resilience and climate adaptation.
* Drive the adoption of digital tools, platforms and policies, across TII Corporate and its engineering and delivery functions.
* Create and oversee policies for the delivery of digital projects and data management.
Data Management and Analytics:
Oversee the creation and execution of a robust data strategy to ensure effective data collection, management, governance, and utilisation.
Enhance data quality, accessibility, and security across all divisions, ensuring compliance with regulatory standards.
Promote the use of advanced analytics, predictive modelling, and artificial intelligence to optimise TIIs programmes, projects and operations e.g. traffic management, asset management and climate adaptation.
Leadership and Team Management:
Build, mentor, and lead a high-performing team of digital transformation and data professionals.
Foster a collaborative and innovative team culture that supports continuous improvement and professional development.
Provide strategic direction and support to team members, ensuring alignment with organizational goals and objectives.
Change Management:
Champion change management efforts to ensure successful adoption of digital initiatives and data-driven practices within TII.
Engage stakeholders at all levels to drive buy-in and support for digital transformation projects.
Develop and deliver training programs to enhance digital literacy and data competency across the organization.
Project Management:
Create and manage governing structures for TII for developing, reviewing, and approving digital initiatives.
Ensure adequate guidance and best practice is in place for managing digital transformation and data projects ensuring that they meet specific needs and comply with TIIs digital strategies.
Create processes and structures for reporting on high-level progress across different projects.
Stakeholder Engagement:
Collaborate with executive leadership to align digital transformation and data initiatives with TIIs overall strategic plan.
Liaise with Department of Public Expenditure, NDP Delivery and Reform (DPENDR) in relation to TIIs responsibilities to request approval for and report on digital initiatives under Circular 04/21.
Serve as a liaison between the IT department and other business units to ensure seamless integration of digital solutions.
Engage with external partners, vendors, and industry experts to stay abreast of emerging trends and technologies relevant to infrastructure and road management.
Undertaking such tasks, activities or other duties as may be required or assigned appropriate to the grade.
All the divisions within TII have inter-dependant responsibilities and close cooperation, collaboration and teamwork are required across the whole organisation to meet tight deadlines.
Note: The functions and responsibilities assigned to this position are based on the current stated role and may be changed from time to time.
The person appointed will be required to demonstrate the flexibility necessary to fulfil other roles and responsibilities at a similar grade within TII.
Essential Requirements
Character: Each candidate must be of good character.
Health: A candidate for and any person holding the role must be fully competent and capable of undertaking duties attached to the role and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
Education & Experience:
* A third level qualification (NFQ Level 8 or equivalent)in Information Technology, Civil Engineering, Data Science, Business Administration, or a related field
* Proven ten years of experience in leading IT/digital transformation and data initiatives, preferably within the infrastructure or transportation sector.
* Possess a strategic mindset and the ability to identify innovative digital solutions to help TII meet future digital challenges and explore opportunities for growth.
* Excellent collaboration and communication skills and the ability to communicate difficult concepts in a concise and clear way.
* Proven experience of building strong relationships with stakeholders and team members.
* Demonstrated ability to drive change and manage complex projects.
* Experience with agile methodologies and project management tools.
* Effective project management skills and demonstrable experience of overseeing and coordinating digital transformation initiatives.
* Ability to effectively manage financial resources, timelines, and budgets, with strong analytical and problem-solving skills.
