Safe Nurse Staffing Co-Ordinator / Clinical Nurse Manager 2

PURPOSE OF THE ROLE
The primary purpose of this post is to coordinate and support the national implementation and utilisation of the Framework for Safe Nurse Staffing and Skill Mix in Tallaght University Hospital and the associated national nurse staffing IT (information technology) system in order to deliver high quality outcomes for end users and the organisation.
The post holder will coordinate the implementation project and embed the framework hospital wide. This will include education, training and utilisation of the national IT system procured to support the rollout. The post holder will also be required to compile progress reports for review, working closely with the senior nursing team, the Director of Finance and the HR departments.
Education and training will be provided relevant to executing this post to ensure the successful candidate is competent and confident to lead on implementation and monitoring of the necessary IT programme at site level.
QUALIFICATIONS
1. Be registered in the General Division of the active Register held by the Nursing and Midwifery Board of Ireland or be entitled to be so registered.
2. Have 5 years post registration experience and a minimum of 2 years in the acute sector or related area.
3. Have the clinical, managerial and administrative capacity to properly discharge the functions of the role.
4. Have excellent communication and interpersonal skills.
5. Demonstrate evidence of continuing learning and professional development.
6. Be able to demonstrate managerial abilities.
7. Have a recognised interest in teaching and continuing professional development.
Post Specific Requirements
1. An understanding of the “Framework for Safe Nurse Staffing and Skill Mix in General and Specialist Medical and Surgical Care Settings in Adult Hospitals in Ireland.”
2. Experience in project management.
3. Experience of implementing a change project across departments/wards.
4. Experience in Clinical Leadership (Nurse Manager or similar).
5. A good basic knowledge of IT systems and databases used for workflow, staffing and data analysis.
6. Experience in education and training.
AGE RESTRICTIONS IN RELATION TO APPLICATIONS
Age restriction shall only apply to a candidate where he/she is not classified as a new entrant (within the meaning of the Public Service Superannuation (Miscellaneous Provisions) Act, 2004). A candidate who is not classified as a new entrant must be under 65 years of age on the first day of the month in which the latest date for receiving completed applications for the office occurs.
HEALTH
A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health as would indicate a reasonable prospect of ability to render regular and efficient service.

GARDA VETTING
Garda Vetting is sought for all employees and prospective employees of Tallaght University Hospital. Given the specialised nature of the services provided, your appointment will be subject to satisfactory Garda Vetting and re-vetting in circumstances where the Hospital deems it appropriate.
PARTICULARS OF OFFICE
1. The appointment is fulltime, permanent and pensionable.
2. Remuneration is in accordance with the salary scale approved by the Department of Health & Children. Current remuneration with effect from 1st October 2024: €59,661 by 11 increments to €75,389 incl. 1 LSI.
3. Pension arrangements and retirement age: There are three superannuation schemes currently in operation for staff in Tallaght University Hospital.
4. Duties: The Safe Nurse Staffing Co-Ordinator/CNM2 will perform such duties as are outlined in this job description.
5. Hours of work: Normal working hours are 37.5 worked over 5 days.
6. Probation: The successful candidate will be appointed initially for a probationary period of 6 months.
7. Annual Leave: Annual leave entitlement is 25 - 28 working days (pro rata), plus 10 Bank Holidays per annum.
8. Sick Leave: Payment of salary during illness will be in accordance with arrangements as approved from time to time by the Department of Health and Children.
9. Termination of Office: The employment may be terminated at any time by giving two months’ notice on either side.

5. Commitment to continuous professional development including completion of relevant internal training programmes available through our Centre for Learning & Development Prospectus.
6. Reporting relationship is to the Nursing Manpower Manager.
7. Professional accountability is to the Director of Nursing.
SPECIFIC ACCOUNTABILITY
1. Maintain high user engagement for the Safe Staffing and Skill Mix IT System through consultation with users.
2. Provide up to date reports to the DON/ADON on implementation using the IT system reporting.
3. Support Nurse Managers and staff in using the Safe Staffing and Skill Mix IT to develop efficient and effective nursing resource plans.
4. Ensure a high standard of care is delivered safely in accordance with the hospital policies, procedures and guidelines.
NOTE: The extent and speed of change in the delivery of health care is such that adaptability is essential at this level of appointment. The appointee will be required to maintain, enhance and develop their knowledge, skills and aptitudes necessary to respond to this changing environment.
