The Land Development Agency (LDA) is a key Government Commercial Semi-State Body delivering social and affordable housing on State and other lands. With over 160 people, the LDA has commenced construction on various state-sourced lands and is working on about 20 direct delivery projects that can deliver over 8,000 homes.
The agency is also delivering affordable housing by working with private sector on an initiative called 'Project Tosaigh', which will yield a further 5,000 homes on land provided by housebuilders.
In addition, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.

The Role
This role offers the right candidate an exciting opportunity to lead a wide range of transformative residential and regeneration projects across the country through the development life cycle.
The successful candidates will have the opportunity to get hands-on experience on some of the largest residential developments in the state, further progressing their career in the professional development sector.
Role Purpose/Duties
You will join a growing team of development professionals and will lead on a wide variety of large-scale residential-led developments.
Oversee developments at various stages of the development life cycle from early concept, acquisition, planning, design, procurement through to delivery and handover.
Undertake initial site feasibility studies, identifying development opportunities and constraints.
Develop and implement development strategies and supporting investment case; lead optioneering analysis and the recommendation of optimum delivery approach.
Coordinate and liaise across all development functions seeking and managing inputs from both internal and external project teams and key stakeholders.
Lead on the appointment of design teams, other professional service providers, and construction contractors (incl. scope definition, preparation of tender docs, and tender evaluation).
Lead interaction with project stakeholders such as local authorities, utility providers, private developers, and landowners; build and maintain working relationships.
Proactively manage design teams and other professional service providers from a technical, programme, and budgetary perspective.
Work with the wider LDA team for effective delivery of project work streams and delivery of projects.
Oversee administration and management of all project documentation, including contracts, monthly project reports, programmes, development budgets, project registers, and trackers.
Manage a small core team of LDA development professionals.
In addition, the successful candidate will be expected to support and actively contribute to wider business development and corporate strategy initiatives. The successful candidate will also be expected to maintain the LDA's Core values at all times.
Person Specifications/Requirements:
At least 12 years' experience in the various stages of the property development sector.
Hold a recognised degree-level qualification in construction or development sector.
Excellent relationship management skills (both internal and external).
Strong development management skills, with a proven relevant track record.
Experience of taking developments through initial feasibility, planning, design, tendering, and pre-construction.
Project lead – lead multi-disciplinary teams / build & manage stakeholder relationships / project management skillset / excellent communication skills / understanding of procurement processes.
Commercial acumen – understand viability and cost drivers / drive optioneering and commercial analysis / draw insights from Cost Plans / feed into and manage budgets & cashflows / manage appointments and control variations.
Technical knowledge – broad understanding of technical disciplines / promote sustainable climate-resilient development / understanding of planning system / understanding of construction buildability / informed challenging of technical solutions / value engineering skillset.
Knowledge of public procurement is an advantage.
