ABOUT THE LAND DEVELOPMENT AGENCY
The Land Development Agency (LDA) is a commercial, semi-State body that seeks to maximise the supply of affordable homes on public and other land in a financially sustainable manner, supporting the creation of thriving communities and delivering ongoing positive social impact. It is overseen by an independent board of directors and is funded with €5 billion of equity capital committed by the Government. It is also permitted to borrow up to €1.25bn.
The LDA has commenced construction on a number of projects on State land and has a delivery pipeline in excess of 17,000 homes. It also works in partnership with the country’s largest and most experienced homebuilders and will deliver a further 8,000 homes under the Government’s Project Tosaigh initiative. Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin, and Sandy Road in Galway.
The successful candidate for this role will be actively engaged in the administration and support of Land Development Agency, LDA IT systems, primarily responsible for the administration of our SharePoint environment, including design, implementation, and maintenance of workflows and other features. This position requires expertise in SharePoint administration, a strong understanding of collaboration tools, and the ability to work collaboratively with cross-functional teams and business units.
Reporting to the IT Operations & Security Manager, the primary role of the Business Systems Solutions Specialist is to assist the IT Operations & Security Manager in managing and maintaining the critical IT functions of the LDA.
Essential Duties and Responsibilities:
* Systems Administration: Manage and administer SharePoint and other systems environments. Configure and customise SharePoint sites, libraries, lists, workflows, sharing environments, landing pages, etc.
* Security & Access Controls: Manage user roles and access controls, ensuring security best practices are upheld. Collaborate with the IT Manager to enforce data protection and access control policies.
* Collaboration and Integration Solutions: Work closely with business units to understand document management & collaboration requirements. Work with the solution provider to design and implement solutions using SharePoint and other tools as appropriate. Integrate SharePoint with other business systems and applications as needed.
* Troubleshooting and Support: Work with business units and systems support vendors to ensure they provide support & advice to end-users.
* Training and Documentation: Develop training materials and conduct training sessions for end-users and other IT staff. Create and maintain documentation for system configurations, processes, and best practices.
* Performance Monitoring and Optimization: Monitor systems performance and conduct regular optimisation activities. Implement improvements to enhance system performance. Measure vendor performance and participate in vendor performance reviews.
* Systems Management: Implement and manage data retention, backup and recovery processes for systems data. Ensure the integrity and availability of data. Work with the solution provider & other IT support vendors to plan and execute systems upgrades, ensuring that the environment is kept up to date.
Requirements:
Essential experience/knowledge:
* A minimum of 3 years’ experience working in a commercial or public sector corporate environment.
* Technical Degree to bachelor level or other related third level qualification.
* Proven experience of analysing business needs and aligning with IT solutions.
* Relevant experience including document management systems and process analysis.
* Advanced knowledge of SharePoint Online (Microsoft 365).
* Expertise in designing and implementing document libraries, metadata, etc.
* Experience with site collection administration, hub sites, and modern team and communication sites.
* Proficiency in custom web parts, workflows, and templates.
* Strong understanding of version control, permissions, and document retention policies.
* Experience with Microsoft Viva, Planner, Loop, and other collaboration tools.
* Ability to integrate Microsoft Power Automate for workflow automation.
* Integration of SharePoint with Power BI for reporting and analytics.
* Very strong understanding of SharePoint security best practices, including governance, role-based access control (RBAC), and compliance.
* Experience implementing meta tagging, sensitivity labels and DLP (Data Loss Prevention) policies.
* Experience working with modern cloud-based technologies.
* A good understanding of best practice Information Security.
Desirable:
* Microsoft Certified: SharePoint Administrator Associate.
* Microsoft Certified: Power Platform Functional Consultant.
* Microsoft Certified: Enterprise Administrator Expert.
* ISO 27001 Foundation Certified (or equivalent).
* Hands-on experience with Power Apps & Power Automate, PowerShell and SharePoint scripting.
