Salary: Appointment will be made on Grade VI salary scale €55,644 -67,981 at a point in line with Government pay policy.
Hours of work: 35 hours per week Full Time

Responsibilities
* Responsibility for end to end accurate processing of payroll
* Manage workflow so that all payroll transactions are processed in a timely manner, reconcile payroll prior to transmission and validate confirmed reports
* Manage the day to day Payroll Officers in conjunction with the Payroll Supervisor, providing guidance and support
* Work closely with HR and Finance Department to streamline payroll procedures and resolve payroll related issues
* Keeping up to date with all HSE Circulars and pay scales to ensure compliance with internal policies, tax obligations and relevant laws
* Liaise with SAP Team & Payroll Providers in relation to implementation of new wage types and update of same in line with pay awards
* Review and update Standard Operating Procedures and training documents to enhance payroll processes and identify training requirements of the Payroll Officers & Supervisors
* Process correct payroll deductions both statutory and staff related (3rd Party) and manage in line with compliance guidelines
* Develop ad hoc financial and operational reports as required
* Review all statutory and revenue regulations in line with SAP payroll configuration
* Statutory reporting for submission of financial and non-financial information to government agencies
* Support Internal & External Audit requests
* Provide support to integrate personnel and payroll systems, be the intermediary point of contact for queries prior to escalation to SAP Office
* Provide support to the Finance Department & Payroll Manager to level workloads
* Undertake payroll projects for the Payroll Manager
* Manage all correspondence and queries from staff and statutory bodies (written, telephone and verbal) in an efficient manner
* Deputise for Payroll Manager
* Assist in ongoing development of the Department and collaborate on projects to continuously improve employee experiences
* Any other additional tasks assigned to this post
Qualifications
Selection Criteria:
Selection criteria outline the qualifications, skills, knowledge and/or experience that the successful candidate would need to demonstrate for successful discharge of the responsibilities of the post.
Mandatory:
1. Professional Qualifications, Experience, etc: Eligible applicants will be those who on the closing date for the competition:
2. Have satisfactory experience as a Clerical Officer in the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004.
3. Have obtained a pass (Grade D) in at least five subjects from the approved list of subjects in the Department of Education Leaving Certificate Examination, including Mathematics and English or Irish. Candidates should have obtained at least Grade C on higher level papers in three subjects in that examination.
4. Have completed a relevant examination at a comparable standard in any equivalent examination in another jurisdiction.
5. Hold a comparable and relevant third level qualification of at least level 6 on the National Qualifications Framework maintained by Qualifications and Quality Ireland (QQI).
Note: Candidates must achieve a pass in Ordinary or Higher level papers. A pass in a foundation level paper is not acceptable. Candidates must have achieved these grades on the Leaving Certificate Established programme or the Leaving Certificate Vocational programme. The Leaving Certification Applied Programme does not fulfil the eligibility criteria.

1. Candidates must possess the requisite knowledge and ability, including a high standard of suitability, for the proper discharge of the office.
2. Age: Age restriction shall only apply to a candidate where s/he is not classified as a new entrant (within the meaning of the Public Service Superannuation (Miscellaneous Provisions) Act, 2004). A candidate who is not classified as a new entrant must be under 65 years of age on the first day of the month in which the latest date for receiving completed application forms for the office occurs.
3. Health: Candidates for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.
4. Character: Candidates for and any person holding the office must be of good character.

* Previous payroll experience within health setting, previous experience of SAP payroll system
* IPASS holder
* Management experience
* Proficient in I.T. skills (Word, Excel, PowerPoint, Outlook)
