The Horizon House Group is seeking a Head of Compliance and Risk Manager to join its new Audit, Risk, and Compliance Department. This senior management position will be responsible for ensuring the care and support of individual and family residents in six separate units across the Leinster region are prioritized and meet National Standards for International Protection Accommodation. The successful candidate will report to the Chief Operating Officer and be accountable for leading the management team to ensure compliance with IPAS and HIQA inspections.

Ensuring proactive incident, accident, complaints, and risk management across the Horizon House Group, aligning with National Standards and national guidance;
Supporting and training all services on policies related to Risk Management, Complaints Management, Child Protection, Adult Safeguarding, Incident Management, and PEEPs;
Liaising with Centre Managers on risk scoring and assessing impact and likelihood;
Reporting to the Governance Board quarterly;
Coordinating corporate risk and corporate risk management with senior management;
Developing mitigation plans for identified risks, both short-term and long-term;
Establishing internal support systems for incident management, including communication and escalation protocols;
Monitoring risk registers and incident management systems;
Tracking implementation of major reports and investigation recommendations;
Preparing Centres for HIQA inspections and setting KPIs with the Governance Board;
Producing compliance reports under IPAS and HIQA guidelines;
Ensuring Service Specifications for each contract are met;
Collaborating with technical support on cloud-based risk management platforms;
Overseeing the complaints process and managing incidents;
Supporting delivery of uniform training for incident and risk management processes;
Continuously tracking recommendations from Serious Incident reports, investigations, and audits;
Establishing compliance standards and designing improvements to internal control structures;
Candidate Requirements: Promoting humanity in all interactions with residents; ability to take on Mandated Person and DPL roles in Child Protection and Vulnerable Adults;
A formal qualification in Social Care or Healthcare Management (level 8 QQI framework); risk qualification desirable but not essential;
A minimum of 5 years' management experience in Direct Provision, Social Care, Health Care, or equivalent experience;
Minimum 1 year working with people from other nations in crisis situations or seeking international protection;
In-depth knowledge of National Standards for Direct Provision Accommodation;
Detailed experience of risk management processes and national standards related to risk management;
Knowledge of legal requirements, National Policy, national and/or internal Policy in relation to Risk and Incident Management;
Detailed knowledge of oversite and maintenance of Risk Registers;
Knowledge of related policies/guidelines/Codes of Practice such as Children's First Legislation, Mental Health Act, National policy on Safeguarding of Vulnerable Adults, Human Rights Approach, Person Centredness;
Detailed knowledge of ASSIST methodology of complaints management;
Experience in managing incidents and producing succinct reports;
Extensive experience delivering training and presentation in a related field;
Good working knowledge of Health and Safety Principles arising from the Safety, Health, and Welfare at Work Act 2005, and ISO 45000;
Understanding of legal reporting requirements in relation to HSE, HSA, Tusla, and An Garda;
