JOB DESCRIPTION: Construction Manager
REPORTING TO: Head of Construction
LOCATION: Dublin, Ireland
CONTRACT: PERMANENT
JOB SUMMARY:
The Construction Manager will work with the Development team to facilitate Tuath's expansion through Direct Build, Forward Funded, Design and Build initiatives, and Modern Methods of Construction. They will manage the delivery of these projects and help assess new opportunities to increase housing supply. The role requires coordination with Local Authorities, the Housing Agency, and the Department of Housing, Local Government & Heritage (DHLGH) to provide new Social and Cost Rental housing, ensuring each potential project is financially viable and offers good value for money. The Construction Manager will oversee design teams and contractors to handle project administration, secure funding, enforce cost controls, monitor project risks, and report progress to all stakeholders.
Additionally, the Construction Manager will assist the Head of Construction and the Chief Commercial and Development Officer in delivering the overall Development Programme.
KEY RESPONSIBILITIES
* Assist the Head of Construction and Chief Commercial and Development Officer to formulate and prioritise the Associations’ development programme.
* Assist in all aspects of control and supervision of projects within the development process, including the commissioning of the design, financial submissions for Board and DHLGH, preparing reports on tenders received, preparation of contract documentation, ensuring projects meet the defined timescale and format, as required.
* Make recommendations for appointment of Consultants and Contractors, including the regular review and assessment of performance.
* Assist in preparing reports for Tuath Board meetings.
* Ensure tendering procedures are carried out fully in accordance with the EU Procurement, H&S Legislation and other relevant regulations. Assist in the analysis of all tenders received. Prepare tender reports for approval and ratification by the Board in accordance with Tuath’s procedures.
* Monitor consultants to ensure that Tuath’s design brief is met, costs contained and that Tuath’s optimum standards are maintained. Implement the review consultant performance after all new schemes. Review and update regularly.
* Project manage individual developments from inception to final account stage and manage the defects handover process in accordance with the relevant Tuath procedures. Update other team members of same.
* Assist in Joint Venture initiatives for delivering housing for social and cost rental and any other government housing initiative.
* Lead on property and construction contract negotiations and conveyances.
* Continuously reviewing the construction delivery programme, mapping progress, key tasks, critical paths and delays.
* Line manager for Development/Construction staff and deputize for Head of Construction as and when required.
* Assist Head of Construction to ensure audit requirements are addressed with direct reports as required.
* To liaise as appropriate with the Finance Team on Development schemes.
* To assist the Development team to submit funding applications to Local Authorities and the DHLGH, HFA, other lenders as appropriate and SEAI ensuring they meet defined criteria and timescales. Develop cases for cost and time overruns as required.
* Contribute as a member of the Operational Management Team to the work of other Departments as required in pursuance of specific objectives, developing good lines of communication.
* Keep abreast of and interpret changes in macro trends such as ESG targets and legislation and implementing them into Tuath’s policies and procedures.
* Promote and represent Tuath and its interests with relevant outside bodies to include attendance at meetings, seminars and conferences.
* Assist the Head of Construction to ensure the overall efficiency of the Development Department by positively promoting all aspects of the service and supporting staff.
* Provide strategic oversight for all Tuath construction contracts, including the management of Contract Administrators/Employer Representatives to ensure that contracts are delivered within time and on budgets.
