Job Title: Compliance Manager
This is an exciting opportunity to work with the NTMA Compliance Unit and gain exposure to all of its varied business units and affiliate agencies.
About Us
The National Treasury Management Agency (NTMA) provides asset and liability management services to the Irish Government. It has evolved from a single function agency managing the National Debt to a manager of a complex portfolio of public assets and liabilities.
Key Responsibilities
* Manage general compliance workflows, including market abuse controls, personal account dealing, outside business activities etc.
* Take a lead role in maintaining oversight of the execution of the Compliance Plan, including ensuring that calendars, databases and registers are up to date.
* Perform compliance monitoring and reviews along with documenting findings.
* Management of any open issues arising from testing and ensuring that related actions are addressed.
* Take a lead role in procuring and managing inputs from third party service providers.
* Ownership for the identification, development and drafting of compliance related procedures and ensuring that they are complete and up to date.
* Ownership and oversight of sanctions screening programme, including review of escalated potential matches, KYC questionnaires, contracts etc.
Requirements
The successful candidate will be an experienced manager and have responsibility for providing support to the Compliance team on compliance and AML/Financial Crime risk matters.
The ideal candidate will have a deep understanding of financial markets and knowledge of products, services and practices within the financial services sector.
A strong understanding of AML and market abuse obligations, ideally with practical knowledge and previous experience having worked in these areas.
Awareness of the compliance and financial crime risks faced by the NTMA and its affiliate agencies.
Ideal an understanding of compliance matters in a public sector context.
Strong IT skills to include MS Office, MS Teams, MS Co Pilot and project management tools.
Experience 5-7 years compliance experience in the financial services sector with experience in AML and/or Compliance.
An understanding of compliance risk and able to challenge the design and effectiveness of related business controls.
Ideal, have experience of working with diverse groups of stakeholders, managing project risks and issues.
Detail orientated and relish taking ownership of tasks.
Experience of working in a pressurised environment, managing internal and external relationships.
