HR Business Partner - Learning & Quality Permanent Contract, Full Time Hours This role is aligned to the HSE Pay Scale of Clerical Officer Grade VI.

Responsibilities:
Partner with stakeholders to identify learning and development needs that align with organisational goals.
Design, implement, and manage learning programmes, including leadership development, technical skills training, and soft skills enhancement.
Oversee the end-to-end execution of learning initiatives, ensuring they are delivered on time, within budget, and meet performance metrics.
Ensure ongoing evaluation of training effectiveness and provide recommendations for improvement.
Develop and implement HR quality improvement initiatives across the department and hospital.
Ensuring compliance with HR policies.
Develop, monitor and update HR practices and procedures to ensure they are in accordance with relevant legislation and codes of practice.
Ensure HR personnel file compliance and support the ER/IR agenda.
Interpret and implement HSE Circulars and Memos.
Act as a strategic HR partner, understanding organisational challenges and providing tailored HR solutions.
Build the relationship with customers & stakeholders at all levels to ensure the provision of appropriate HR advice and support. Provide high quality HR support during change projects, resource & headcount planning, IR/ER issues, probation management, grievances, dignity at work, training needs, audits and all other HR related needs.
Work with the HRD and HR colleagues (including external) to build and embed best practice in HR.
Eligibility Criteria:
Professional Qualifications, Experience, etc required by the closing date for job applications: 4 + years' experience HR experience Generalist / Business Partner/ Learning Partner level.
Level 7 Degree or higher in HR, Business, Coaching, Learning or Management.
Excellent facilitation and presentation skills.
Strong Organisational, project management and stakeholder management skills.
Experience working and supporting numerous stakeholders.
Proven ability to work on high level value-add ad hoc projects while continuing to achieve routine goals.
