About the Employer:
Clare County Council/ Comhairle Contae an Chláir is the authority responsible for Local Government in County Clare. The corporate headquarters are located at Áras Contae an Chláir, New Road, Ennis and there are four Municipal Districts (Ennis, Shannon, Killaloe, and West Clare) which are supported through area offices in Ennis, Scarriff, Shannon, Ennistymon and Kilrush. There are 28 elected members, approximately 990 staff and an annual operating budget of €192 million in 2025.
Clare County Council provides a diverse range of services across a large geographic area. Key services areas include planning, Local Enterprise Office, community development, transportation, motor tax, water, environment, emergency services along with housing, libraries, and sports & amenities, property management, derelict sites, and vacant homes.
About the Role:
Reporting to the Chief Executive, the Director will be expected to fulfil a key leadership role in the Local Authority with responsibility for the delivery of programmes and functions/services of the Local Authority. The role involves considerable engagement and consensus building with Elected Members, staff as well as other external stakeholders.
The Director of Services duties include but are not limited to the following:
1. Ensuring the delivery of quality services across the key services areas within the Local Authorities such as:
* Economic and Community Development
* Spatial Planning and Development Management
* Environmental and Emergency Services
* Roads Transportation, Safety and Traffic Management
* Housing Services
* Recreation, Leisure, Arts Culture, and Heritage
* Support Services including Human Resources, Corporate Governance, Corporate Planning and Risk Management.
About You:
The ideal candidate will:
1. Understand the workings of local government and its role as the second tier of government within the county;
2. Contribute, as a member of the senior management team to the development and delivery of long-term vision for the county that promotes the physical, social, cultural and economic environment in an integrated way;
3. Lead, manage and motivate a team to deliver on the particular functional areas and programmes within their remit, ensuring a strong focus on delivery of results;
4. Initiate, develop and drive appropriate change programmes that can enhance the range and quality of services;
5. Work with the Elected Council, its Strategic Policy Committees, the Local Community Development Committee, in developing policy and strategic plans for their areas of responsibility that are in line with overall national priorities and aim to deliver services in the most efficient manner possible, to meet the specific needs of the local community;
6. Contribute to and implement the corporate plan, and deliver national and local programmes in a resource efficient manner;
7. Develop and support their staff to ensure optimum service delivery including full utilisation of the PMDS system;
8. Manage significant change programmes, in line with national and local priorities;
9. Network effectively with internal and external stakeholders including representatives of Government departments, state agencies, business and community representatives and other bodies to deliver priority programmes and projects;
10. Critically analyse and manage the deployment of resources (including human and financial resources), within their areas of responsibility to ensure the delivery of optimal results with the available resources;
11. Promote the role of the Council and ensure a strong customer focus amongst their teams, reflecting the requirements for balanced and fair decision making and equity of treatment;
12. Operate and continually review effective risk management systems for their area of responsibility;
13. Keep abreast of relevant external developments, trends and opportunities which may be beneficial to their functional area, including external funding opportunities.
