We are looking for a Commercial and Contract Manager for Railways with a strong NEC ¾ background to play a key role in the delivery of major national infrastructure programmes focused on enhancing railway systems and operations. This multi-year initiative involves complex contract management, cost control, procurement oversight, and risk mitigation, ensuring alignment with industry standards and regulatory requirements. The successful candidate will be responsible for leading commercial strategy and governance, managing high-value contracts, and working closely with internal and external stakeholders to ensure financial and contractual compliance. This role offers the opportunity to contribute to a high-profile, strategically significant project that will have a lasting impact on railway infrastructure and operations. This is a key position within a multidisciplinary project team, requiring a strong commercial acumen, proven leadership, and the ability to drive value-driven decision-making in a complex contractual environment.
Responsibilities
* Support the client in the management of the D&B Contractors’ contractual claims, variations and other changes.
* Review, verification and recommendation of the D&B Contractor's applications for payment, in accordance with the terms of the D&B Contract and applicable local regulation, including verification of the progress of work in the application.
* Development and implementation of processes and procedures to ensure the timely and accurate certification of payments to the D&B Contractors.
* Use of cloud-based Software-as-a-service (SaaS) system such as CEMAR or equivalent to manage the administration of the contract.
* Development of pro-forma documents as necessary for the administration of the contract.
* Implementation of compensation event procedures in line with the contract notifying of compensation events, obtaining quotations for same and assessment of compensation events in line with the contract. Regular compensation event meetings to be held with the Contractor to agree the cost effects of compensation events.
* Understanding of Contractor’s cost system and existing accounting procedures.
* Establish the rules of Defined Cost to comply with the agreement of an audit strategy (both at site & office level).
* Assessing the Price for Work Done to Date (PWDD).
* Assist in forecasting the total defined Cost at regular intervals.
* Assist in the certification of payments, assessing the contractor’s share, auditing of records as appropriate etc.
* Forensic Account Management, Open Book Auditing, Cost / Value Reconciliation & Cost Control.
* Resolving any issues or disputes which occur on the contract in a timely manner.
* Responsible for advising on and monitoring the D&B Contractor in the fields of Contract Administration and Claims Management.
* Support with the planning, execution, and delivery of ongoing infrastructure projects, ensuring alignment with timelines, budgets, and quality standards.
* Contribute to identification and mitigation of potential risks in project performance, focusing on minimizing delays and cost overruns.
* Participate in the preparation and submission of high-quality bids and tenders, ensuring compliance with specifications and enhancing win potential.
* Develop and manage detailed project schedules, critical path methodologies, and performance monitoring tools to optimize delivery outcomes.
* Collaborate with multidisciplinary teams, clients, and contractors to maintain clear alignment and communication across all project phases.
Qualifications
* At least Master’s degree (or equivalent) in a relevant discipline or similar education and experience.
* Appropriate professional qualifications like RICS and CICES are a plus.
* At least 10 years of experience in a contract management role within the construction or railway industry.
* Very strong knowledge of standard contract frameworks, including the NEC suite of contracts, with a preference for experience in managing NEC 3 Option C target contracts in the railway industry.
* Comprehensive understanding of railway industry regulations and standards preferable.
* Proven experience in managing large-scale projects and budgets, preferably in an international environment and in multicultural teams.
* Able to work autonomously while also showcasing strong teamwork, leadership, and collaboration skills.
* Strong analytical and problem-solving abilities.
* Excellent personal administration skills (e.g. taking of minutes, conducting presentations, working to agreed deadlines, etc.).
* Proficiency in financial reporting tools such as SAP, Oracle Financials, or similar.
* Proficiency with construction contract management software CONTRACTS (formerly CEMAR).
* Willingness to relocate full-time to Dublin, Ireland.
* Willingness to travel as per business and client requirements.
