Clondalkin Access Network (CAN) Special Disadvantage Initiatives Programme in collaboration with Clondalkin Traveller Development Group (CTDG) and South Dublin County Partnership (SDCP) are seeking tenders from suitably qualified individuals or organisations to conduct independent research in the Clondalkin area.
The objectives of which are:To obtain quantitative data on the number of Traveller children/young people attending schools in the area and identify the schools that have the highest number of Traveller children/young people enrolled.
Undertake a review of current service provision, identifying gaps and barriers to participation in education, ascertaining the educational needs/experiences of Traveller children and young people and provide guidance on where is best to focus resources.To engage with Travellers parents, children and young people and local statutory and voluntary stakeholders with the objective of Gathering the views and experiences of Travellers living in the Clondalkin area regarding participation and outcomes in education and training.
Identify the level of parental engagement with local schools, identifying any challenges and additional supports required by schools and parents to improve this engagement, if required.
Identify gaps in services to support Traveller progression and raise awareness of the barriers or challenges encountered in accessing further/higher education and training for post primary students as experienced by the community.
Provide evidence-based recommendations for the delivery of in school and community-based education and training services and supports that facilitate school retention and reengagement in local further education, training and career planning.
Outcomes: Clondalkin Access Network (CAN) in collaboration with Clondalkin Traveller Development Group (CTDG) and South Dublin County Partnership (SDCP) wish to develop a local strategy and action plan for the Clondalkin area with the aim of embedding the strategic goal of the TRES in all activities and outputs for Traveller Children, young people, adult learners and parents.
The aim of this collaboration is to enhance and enrich the proposed TRES strategic actions for schools within our community by ensuring local input and ownership of actions implemented in our community.
This research will inform the development of this strategy.ExperienceThe successful candidate(s) must demonstrate in the tender submission experience in the following areas:Knowledge and understanding of the Traveller experience and Traveller culture.
Knowledge and experience of action research and participatory processes such as co-inquiry and peer-research approaches.Knowledge and experience of the Irish education system and barriers to progression.
Excellent interpersonal and communication skills.Experience in team management - The successful candidate will be responsible for managing a research assistant from the Traveller community who will assist in the collection of qualitative and quantitative data.Recognise and support the rights of communities to frame their concerns within an equality and human rights context.Tender ProposalThe Tender Proposal should include:Applicant details, including evidence of relevant professional qualifications and experience of proposed staff to carry out the work.A detailed proposal outlining the: planned approach; proposed methodologies; timeline and deliverables.Ethical approaches which will apply to the research project.Overall costings inclusive of number of days work and VAT.
Two recent professional refereesThe budget available for the total project is €10,000.
A detailed breakdown of costs associated with all elements of the project should be submitted.Duration/Timeline: To be agreed in contract.Reporting to: Partner organisations representatives.The successful applicant will be asked to provide a current Tax Clearance Certificate and Professional Indemnity Insurance at contract stage.The issue of the request for tender does not imply that the lowest costed tender or that any tender will be successful.All research findings are to be considered the property of the Parter organisations namely, Clondalkin Access Network, Clondalkin Traveller Development Group and South Dublin County Partnership.
