Responsibilities
* Develop positive relationships with the client, the JLL IFM account operations team, JLL’s Group Procurement Director, our IFM supply chain partners and other business stakeholders.
* Build a deep understanding of the client IFM contract (especially the commercial and financial provisions), the IFM scope of works (especially the hard services / engineering / maintenance / basic operations functions in factory production areas), and build a detailed knowledge of how the scope is delivered on-site in Ireland.
* Manage delivery of procurement activity for the account in Ireland, including supplier pricing negotiations, contract change requests (CCRs) and RFx for baseline scope services and supplier quotations for on-demand work.
* Support the JLL IFM account operations team with supplier negotiations, benchmarks and pricing discussions for IFM CCRs, help collate this pricing / benchmark / backup details into the CCR forms, and support the client approvals process.
* Identify & coordinate the onboarding process for additional suppliers with an appropriate delivery / safety / quality track record; support the JLL account operations team by providing a greater choice of supplier options for on-demand requests.
* Lead and directly contribute to achievement of account-wide savings targets each year.
* Support the JLL IFM account operations team in managing JLL’s standard Supplier Performance Management scorecards locally in Ireland, reviewing scorecard output to ensure it accurately reflects the real-world experience of the supplier’s actual performance.
* Participate in supplier QBRs and contract governance meetings, supporting JLL’s Group Procurement Director in developing presentation materials and backup data.
* Support the JLL account operations team in resolving supplier performance, service quality and commercial issues. Ensure supplier Corrective Action Plans are formalised, documented, followed-up and tracked to completion.
* Review existing procurement Business Intelligence (BI) dashboards, Spend Cube reporting, supplier time per task data and technician utilisation data across Ireland IFM suppliers, and work closely with JLL’s IFM account operations team to develop a pipeline of potential savings opportunities, initiatives to create headcount efficiencies, find additional in sourcing opportunities and refine the overall supply chain delivery model.
* Support development of RFx opportunity assessments, manage RFx processes and bid outcome reporting to the client, JLL’s Group Procurement Director and JLL IFM operations team.
* Develop and manage risk mitigation plans to ensure the potential supply chain changes can be implemented successfully.
* Work with suppliers and JLL’s IFM account operations team to execute savings initiatives and ensure seamless service delivery to our client.
* Gather Ireland market data for labour wage rates, labour productivity rates, materials costs etc. and wider economic indicator data relevant to IFM services.
* Manage supplier subcontract negotiations; maintain high levels of supplier subcontract compliance.
* Maximise supplier spend with certified diverse suppliers.
Desired Experience and Technical Skills
* 7+ years in similar position
* Understanding of IFM services and supplier environment, with a strong focus on engineering services.
* Organisational awareness and strategic thinking, leadership, people management, management of projects, finances and other resources
* Communication, managing self and relationships with others, team working and co-operation, negotiating and influencing, personal effectiveness, analytical thinking and judgement, creativity and innovation
* Strong analytical, financial and commercial skills
* Excellent interpersonal, communication and negotiation skills
* Excellent numerical and commercial acumen
* Strong analytical ability required
* Strong written and verbal English language skills
* Excellent PC skills, proficient in Microsoft Office tools
* Fluent in English
* Sourcing procedures and protocols – particularly for services contracts
* Experience working with suppliers across the EMEA region
* Development of EMEA strategic relationships with multi-national suppliers
* Hold a business management or related degree.
* MCIPS or Country Equivalent preferable.
