Horizon House Group provides board, accommodation and ancillary services to 900 persons in 6 separate units currently located throughout the Leinster region. The majority of our units provide accommodation and person centred supports to persons seeking international protection as families or as individuals. Our services are provided in line with the National Standards for International protection accommodation. We comply with HIQA and IPAS inspections ensuring standards and terms of our contracts are met. Head of Compliance and Risk Manager This position will be an integral part of a new Audit Risk and Compliance Department within the Horizon House Group. This is a senior management position, and the successful applicant will report to the Chief Executive officer and the Chief Operating Officer Responsible to: Governance Board Reporting to: Chief Operating Officer The successful candidate must prioritise the care and support of individual and family residents to ensure that their individual health and social care needs are prioritised. The ideal candidate should approach their work with a culture of a person-centred culture, with flexibility and enthusiasm. Candidates must me motivated and have the capability to inspire and educate others. Candidates will lead our management team to ensure compliance with IPAS and HIQA and will manage and oversee our risks register. They will: Ensure a proactive approach to incident, accident, complaints and risk management across the Horizon House Group in line with the National Standards and national guidance Ensure that our policies in relation to Risk Management, Complaints Management, Child Protection and Adult Safeguarding and the management of Incidents and Accidents are in line with Irish Law, National Policy and National Standards. Supporting, advising and training all services on the above policies and in particular the risk assessment process in relation to person-centred risk scenarios, risk registers, incident management and PEEPs. Supporting Centre Managers in the assessment of Impact and Likelihood in risk scoring. Report to Governance Board on a quarterly basis. Liaising with other members of the senior management team in relation to corporate risk and corporate risk management. Ensuring that there is a mitigation plan in place for each risk identified, short term and long term. Developing and ensuring internal support systems/processes for incident management, including communication and escalation of serious incidents (internally and to external agencies e.g. TULSA, An Garda Siochana, HSE, IPAS) are followed. Ensure that all risks are reviewed within the agreed timeframe. Monitoring of risk registers and incident management system. - Tracking Implementation of Major reports/investigations recommendations. Supporting management in understanding expectations under National Standards and in preparing Centres for HIQA and other inspections. Setting KPIs with the Governance Board and carrying out internal audits, producing compliance reports under IPAS and HIQA guidelines. Ensuring compliance with the Service Specification of each contract. Supporting the COO to ensure we are meeting the requirements of the appropriate contracting authority. Being present for HIQA inspections and presenting governance structure and companys policies and procedures. Writing and developing compliance action plans and agreeing timeframes for actions to be achieved by. Operating, monitoring and managing cloud-based risk management platform. Collaborating with technical support, updating and maintaining platform. Oversee the complaints process and ensure that TOR and timeframes are set for the investigation of each complaint and that they are delivered within the agreed timeframes. Support colleagues in improving and managing Incident and Risk Management processes Support delivery of uniform training for incident and risk management, to ensure consistent risk and incident management processes in line with National Standards to ensure principals are consistently applied across the service. Continuous tracking of recommendations from Serious Incident reports, investigations and audits to meet standards/national recommendations. Establish compliance standards and designing improvements to internal control structures. Together with Managers - Identifying, measuring, mitigating, monitoring, and reporting risks. Overseeing compliance monitoring and engaging with senior stakeholders. Managing risk appetite and providing regular reporting of Compliance & Risk issues. Developing and implementing risk management strategy, policies, and business continuity plans. Conducting and overseeing internal reviews, spot checks or audits to ensure that control procedures are followed in relation to the National Standards Conducting or directing the internal investigation of compliance issues Informing, educating and training employees on matters that are associated with regulations and industry practices Overseeing and operating the risk management framework, to evaluate and assess compliance Evaluating the risk assessments carried out by the business and the controls established to manage those risks, together with recommending to the Board that the assessments be accepted Facilitating the Risk Committees established to oversee risk management. Candidate Requirements At the time of application candidates must have; Promoting humanity at the centre of all interactions with our residents. Be able to take on the role of Mandated Person and DPL in terms of Child Protection and Vulnerable Adults. A formal qualification in Social Care or Healthcare Management or other relevant qualification at level 8 or above on the QQI framework. A risk qualification is desirable but not essential to be the successful candidate. A minimum of 5 years Management experience in Direct Provision, Social Care, Health Care, or equivalent experience is a requirement of this post. A minimum of 1 year working with people from other nations in crisis situations or seeking international protection, or emergency or temporary residency. In dept knowledge and understanding of the National Standards for Direct Provision Accommodation. Detailed and demonstrable experience of risk management processes and national standards related to risk management. Experience of working with diverse groups with understanding and empathy along with the ability to communicate with ease using translation tools and apps. Detailed knowledge and demonstrable experience of legal requirements, National Policy, national and/or internal Policy in relation to Risk and Incident Management with significant experience of implementing these policies and tracking their implementation. Detailed knowledge of oversite and maintenance of Risk Registers. Detailed knowledge of other related policies/guidelines/Codes of Practice such as Childrens First Legislation, Mental Health Act, National policy on Safeguarding of Vulnerable Adults, Human Rights Approach, Person Centredness. Candidates must be able to demonstrate their understanding on how these policies serve and influence the risk agenda for Horizon House Group Detailed knowledge of the ASSIST methodology of complaints management. Detailed and significant experience in the management of incidents and producing succinct and yet sufficiently detailed reports. Detailed and significant experience in the analysis of incidents from Data and how trends relate to the risk agenda in areas such as safeguarding, person centredness and the Human Rights approach. Extensive experience of delivering training and presentation in a related field such as risk and/ or incident management. Good working knowledge of Health and Safety Principles arising from the Safety, Health and Welfare at Work Act 2005, and ISO 45000. Understanding of legal reporting requirements in relation to HSE, HSA, Tusla and An Garda. Must be prepared to upskill and undergo training as required by organisational objectives.
