Job Description
The General Procurement Manager IT will be responsible for all IT procurement for the client, ensuring adherence to best practices and regulations. As the primary contact with project's General Procurement Lead, this role responsibilities include coordinating IT procurement tasks with the Supply Market Team, creating procurement plans, and managing supplier selection and contracts. Additionally, while the role doesn't have a budget, but has an influence over client's overall procurement budget, it manages a supply chain team, maintains contract registers, and ensures efficient operation of the purchase-to-pay system for IT procurement.
Principal Accountabilities
1. Act as the first point of contact for all project's IT procurement.
2. Deliver IT procurement activities as directed by the General Procurement Manager
3. Support the project's team with expertise and assistance on a day to day basis.
4. Coordinate with Supply Market Team
5. Identify, allocate IT procurement activities between self and direct reports appropriately with due regard to risk, value and availability of resources.
6. Produce work package procurement plans for the sourcing of suppliers for requirements, to include a programme of activities agreed with the Accountable Manager to achieve value for money objectives and compliant contracts and framework agreements.
7. Liaise with Procurement Leaders planning and scheduling appropriate resource, day-to-day team management.
8. Produces consistent and compliant documents in accordance with EU Procurement Directives and Irish National Regulations and laws.
9. Provide accurate and timely information to the General Procurement Lead and project controls via monthly procurement progress reports.
10. Ensure full use of e-tendering software and deliver best practice tender processes.
11. Prepare briefing packs and pre-qualification questionnaires, pre-qualify and select suppliers for tender lists, prepare and issue Notices.
12. Prepare, arrange and manage tender evaluation panels and prepare the recommendation for award of contract.
13. Prepare invitation to tender documents, issue invitations to tender, respond to queries, receive tenders, agree final terms and conditions and arrange for contract execution.
14. Participate in any progress meetings to discuss Procurement progress, short listing and tender awards when required.
15. Ensure approvals and authorisations are obtained, and coordinate authorisation of contact award recommendation.
16. Ensure award notifications are issued correctly, and that contracts are appropriately executed and signed.
17. Support the administration of contracts in conjunction with the with Supply Market Team and Accountable Manager,
18. Update contract information on contract register at the key stages of the procurement cycle.
19. Manage and maintain documents in accordance with the project's Departmental Document Management Procedures.
20. Participate in any progress meetings to discuss procurement and assurance plans and progress

Experience
25. Experience of public sector e-procurement and constraints.
26. Has a good understanding of business and procurement management systems.
27. Experience of managing a team of for the purpose's assurance or procurement.
28. Experience within procurement and contract management functions in a range of construction, engineering and service-oriented areas and in a demanding safety critical environment.
Qualifications
29. A thorough understanding of procurement of EU Procurement Directives and Irish National Regulations and laws and construction procurement as a client or for client bodies.
30. Understanding and knowledge of the relevant supply markets and effective application of value for money strategies and solutions.
31. Dealing with commercial agreements and legal awareness of contract risks, including experience of drafting complex and bespoke contract terms and commercial principles including supplies, services and framework agreement.
32. Procuring on behalf of public bodies and delivering within a unionised environment.
33. Developing successful commercial relationships that have benefitted programme performance and delivery metrics.
34. Understanding of business and procurement management systems.
35. Ability to report timely and accurate management information.
36. Competent in Microsoft Office.
37. Sound knowledge of currently available purchasing options including framework agreements.
38. Ability to write, document, and maintain technical standards, guidelines, and workflows.
39. Attention to detail and accuracy.
40. Ability to work in a collaborative manner that is positive, open, transparent and is a clear and effective communicator to foster a committed, strategic, innovative and inclusive culture.
41. Ability to operate and execute effectively in a dynamic, fast-paced environment with multiple priorities and challenging deadlines and to address challenges such as supply chain disruptions, fluctuating market conditions, and supplier compliance issues
42. Ability to work effectively within a cross function multi-disciplinary functions matrix environment while ensuring that all procurement related tasks are conducted in a timely and accurate manner.
43. Ability to multitask, prioritize, and work well under pressure to meet established deadlines
44. Well-developed interpersonal and communication skills along with high personal motivation and energy.
Formal Education Qualifications
45. A minimum level 8 degree in business or a related subject matter or equivalent experience is desirable.
46. Advanced Diploma in Public Procurement Law (King's Inns) or equivalent is desirable
Professional Memberships
47. A professional qualification such as Chartered Institute of Procurement & Supply (CIPS), Royal Institute of Chartered Surveyors (RICS) or relevant equivalent Membership of Institute of Management Consulting, Association of Project Management or Project Management Institute (PMI).
