Lead Utilities Engineer
Main Responsibilities:
* Point Person for the Client as it pertains to Utilities and Fire Protection Disciplines.
* Lead Engineer/SME for Non-GMP Utilities (GMP/Non-GMP buildings), initially responsible for reviewing all Design deliverables from JE, including Drawings, Datasheets, Specifications, and Engineering Lists.
* Scope includes the review and approval of drawings and technical data related to Non-GMP Utilities.
* Act as liaison with factory Mutual.
* Lead in the development of Mechanical & Fire Protection packages for the Client.
Responsibilities Include:
* Advising A&E and CM on the Client’s expectations for bid package contents.
* Ensuring A/E deliverables accurately capture existing conditions and site specifics.
* Reviewing A/E deliverables and ensuring Bid Package quality and timely completion.
* Assisting CM during Pre-Bid Meetings and evaluating construction bids.
* Providing updates to the Project Team on Bid Package progress.
* Overall responsibility for the Mechanical Design of the facility.
* Point person for Vendor review on all Utility/Fire Protection Vendor Packages.
* Consulting with the Engineering firm to ensure design meets the Client’s requirements and to identify cost-saving and schedule reduction opportunities.
* Facilitating the Client’s buy-in to the design approval process.
* Leading data/comments gathering on behalf of the Client, expediting decision-making affecting design to meet engineering deliverables and project schedule.
* Leading the Mechanical SWAT Team for punch list closure during pre-M/C and CQV execution phases.
* Ensuring compliance with all local codes and regulations.
* Engaging the Global engineering organization as necessary to ensure alignment with best practices, equipment platforms, specifications, and standards.
* Involving the Global Engineering Lead for critical design reviews and vendor technical discussions.
* Assisting CM and Engineering Manager in resolving discipline-related technical questions, RFIs, Client requests, and Vendor Submittals.
* Maintaining the design intent throughout project execution.
* Ensuring budget and schedule adherence in disciplines under responsibility.
* Reviewing and approving commissioning protocols related to area of expertise.
* Supporting CM and CQV team during troubleshooting activities in start-up/commissioning phases.
* Partnering with F&E to develop and procure spare parts and format parts.
* Providing technical guidance on developing plant maintenance programs.
* Collaborating with CQV and Lead Scheduler on schedule creation and management for all Utility Systems, ensuring correct predecessors and successors are in place.
* Ensuring commissioning readiness for all Mechanical Systems to support start-up.
* Coordinating with other disciplines to ensure alignment and effective coordination across the project.
* Liaising with all project groups (Design, CM, CQV, Automation, Process, SMEs, Ops, Maintenance, PMs) to ensure proper management of all Utility and Fire Protection Systems throughout the entire project lifecycle.
* Providing feedback on procurement for discipline-related packages, ensuring specifications are met, and orders are placed in line with the project schedule.
* Working closely with the CM, project, and owner teams to develop a baseline schedule that supports the project completion date.
* Focusing on facility readiness elements, including procurement, commissioning, training, qualification, and document reviews/approvals to support these activities.
* Collaborating with construction to develop a construction schedule that reflects the needs of the primary discipline equipment and supports start-up requirements.
* Once the baseline schedule is developed, collaborating with the Commissioning Manager to identify ways to accelerate the schedule and mitigate schedule risks.
* Ensuring systems are thoroughly checked upon receipt at the construction site or warehouse for damage and completeness of shipment, ensuring proper storage for easy retrieval and protection.
* Ensuring proper installation details and studies are developed, and systems are protected as soon as possible after installation.
* Participating in the inspection and approval of First in Place installations with CM.
* Coordinating with CM and system owners during walk-downs, agreeing on the categorization of punch items, and signing off mechanical completion certifications.
Requirements:
Experience and Contacts:
* Minimum of 10 years of experience as a Utilities lead on large-scale projects within the Biotech Industry.
* SME on GMP facilities, including experience with GMP Classified areas.
* Experience liaising with other departments and building PMs/leads, ensuring streamlined utility and fire protection scheduling and planning for all buildings (LSCC, LOC, CUB/Site Infrastructure).
* Experience with 3D Design.
* Experience with the following systems is a direct advantage:

Knowledge and Skills:
* Degree in Mechanical Engineering or equivalent.
* Minimum of 10 years of experience with Utilities and Fire Protection design and construction projects for biopharmaceutical manufacturing facilities.
* Experience working on complex projects and in or around operating facilities.
* Ability to maintain a fast work pace and meet deadlines with strong organizing and planning skills.
* Proficient in Microsoft Office (Spreadsheets, Word Processing, Visio, Microsoft Project).
