Chief Assistant Technical Services Officer (Building CATSO)
Reporting to the Estates Manager, this role is responsible for delivering estate services, providing technical and project management support for capital projects, maintenance of healthcare facilities, and ensuring compliance with safety and regulatory requirements.
Key Responsibilities
1. Capital Project Management:
o Oversee planning, design, and execution of major projects in acute and non-acute settings.
o Manage project brief development, stakeholder consultations, regulatory compliance, and contractor supervision.
o Ensure timely completion within agreed quality standards and budget.
2. Minor Capital Works & Maintenance:
o Develop project briefs and manage procurement processes.
o Supervise design teams and contractors for small-scale projects.
o Implement maintenance programs for buildings, equipment, and infrastructure.
3. Property Management & Compliance:
o Support Estate Manager in property planning and transactions.
o Ensure statutory compliance with property regulations.
o Maintain property asset records.
4. Safety, Fire Prevention & Energy Management:
o Implement fire prevention measures in collaboration with Fire Officers.
o Promote energy efficiency and sustainability initiatives.
o Ensure adherence to Health & Safety and environmental regulations.
5. Team Leadership & Administration:
o Supervise and coordinate multidisciplinary teams.
o Maintain clear communication with service users, hospital staff, and stakeholders.
o Ensure high standards of service quality and regulatory compliance.
Eligibility Criteria
1. Qualifications:
o A Level 8 (or higher) degree in Architecture, Engineering, or Surveying.
o Membership of a recognized professional body (e.g., Engineers Ireland, RIAI, RICS).
o Eligibility for registration under the Building Control Act 2007.
2. Minimum Requirements:
o Minimum 7 years' relevant experience in construction or maintenance of buildings.
o Strong knowledge of healthcare infrastructure standards and legislation.
o Experience in project management and procurement in public sector capital projects.
o Access to transport for site visits.
Role Details
This is a full-time, fixed-term position with a contract length of 24 months. The salary is €74,000.00-€75,000.00 per year, and benefits include paid holidays, parking, and a mobile phone.
