Job Title: Fire Prevention Officers and Fire Engineers
Location: State Organisation in Ireland South
Role Summary:
As a Fire Prevention Officer and Fire Engineer, you will provide risk management advice to protect staff, public, and patients in medical facilities such as hospitals or Medical Centres. Your primary focus will be on fire safety while ensuring the organisation's compliance with legal and statutory obligations related to fire health and safety prevention.
Key Responsibilities:
* Advise on equipment suitability to reduce risks within the organisation, aiming to standardise products through consultation with the Procurement Team.
* Report to managers and relevant committees on areas of fire and infrastructural risk requiring action.
* Receive accident reports related to your expertise, investigate if necessary, and provide accident investigation reports for investigated accidents.
* Be a member of the Integrated Quality and Risk committee and co-opt onto other groups as necessary.
* Monitor and report on the health and safety performance of external contractors engaged in construction activity on the organisation's premises.
* Conduct regular inspections of buildings, means of escape, and all fire-fighting equipment, ensuring proper location, clear marking, good repair, and working order.
* Review and draw up fire orders, including evacuation schemes for various building types, with particular regard to mentally ill and non-ambulant patients.
* Regularly inspect high-risk places, premises, and equipment, reporting any breaches of the fire prevention code.
* Instruction of staff in each premises on avoidance of fire hazards, summoning the fire brigade, operation of fire alarm and equipment, and means of escape.
* Arrange regular fire drills in each location, ensuring proper execution.
* Monitor water supply in institutions, ensuring sufficient volume and pressure for firefighting purposes and reporting deficiencies.
* Advising on interpretation of Fire Protection Standards and Building Regulations issued by Government Departments, ensuring implementation.
* Monitoring means of escape to ensure they are safe, adequate, and operational, clearly indicated.
* Keeping proper records of inspections, fires, evacuation drills, fire-fighting equipment, and other matters related to the Fire Prevention Officer role.
* Reporting on the state of fire prevention services in organisation buildings and premises at three-monthly intervals, immediately reporting outbreaks of fire, breaches of the fire prevention order, and failure to perform fire drills.
* Arranging implementation of fire prevention work programmes under the direction of the Engineering Manager.
* Monitoring and reporting on Health Safety and Infrastructural Risk issues of the organisation.
* Assessing continuous professional training requirements for staff in the area, advising the Engineering Manager on appropriate courses and coordinating with training providers.
* Engaging in the organisation's performance achievement process in conjunction with your Line Manager and staff as appropriate.
* Monitoring the performance and implementation of the organisations Safety Management programme by regular spot checks, analysis of safety audit reports, and accident and incident returns.
* Acting as an information source and resource to management and staff on fire safety, general safety, health, and welfare matters.
* Advising, guiding, and participating in the risk assessment process/inspection within the area of fire maintenance and infrastructural risk.
* Aiding in the development of health and safety training programmes for maintenance staff.
* Identifying, assessing, managing, and monitoring risk within their area of responsibility.
* Supporting, promoting, and actively participating in sustainable energy, water, and waste initiatives to create a more sustainable, low-carbon, and efficient health service.
* Achieving targets and plans and completing agreed programmes within allocated budget.
Requirements:
* Holding a HETAC level 7 qualification (NQF) in engineering, fire engineering, architecture, Health and Safety, or Building Services/Building Surveying or similar level 7.
* Having at least two years' experience in a comparable Fire and Safety role and demonstrating similar duties/responsibilities on your CV.
* Demonstrating pro-active commitment to all communications with internal and external stakeholders.
* Developing good working relationships with other team members and administrators of institutions where maintenance staff are engaged.
What We Offer:
Excellent progressing opportunity with a State Organisation. Standard Working hours: 35 weekly, Monday to Friday (business hours). Salary: €55,000 - €60,000, with annual increments thereafter plus mileage expenses. Interviews will be held in January / February 2025.
