Unijobs on behalf of our public sector client have a requirement for a Digital Services Lead/Program Manager to join their team working on a large healthcare programme of work. The duration of this post is 5 years initially with possible extensions thereafter. The role will be based fully onsite in Dublin. Working 35 hours per week, the successful candidate will be employed as an agency employee and will be paid an hourly rate of €53.15 per hour based on an annualised salary of €96,739. You will accrue 30 days annual leave per year and paid Bank Holidays. Role Overview As the Digital Services Lead/Program Manager, you will report to the Programme Director. You will be responsible for overseeing the delivery of digital and ICT services within the programme. This role involves coordinating with stakeholders to ensure the successful integration of digital technologies and services, aligned with project objectives. The Digital Services Lead will serve as the primary liaison between the digital services team, external vendors, and the Programme Board. Key Responsibilities: Management of all functions within the Digital Services Workstream, encompassing Digital Strategy Development, IT Infrastructure Management, Cybersecurity, Data Governance, Vendor Management, Service Delivery, and Stakeholder Engagement. Lead the development and implementation of the digital strategy for the programme, ensuring alignment with overall project goals and objectives. Manage the integration of digital services across workstreams, ensuring seamless operation and interoperability. Oversee the performance and delivery of digital services, monitoring KPIs and ensuring they meet established standards. Collaborate with stakeholders, including vendors and IT teams, to address technical challenges and ensure the successful deployment of digital solutions. Drive continuous improvement initiatives in digital services, leveraging new technologies and methodologies to enhance project outcomes. Understand the critical success factors relating to digital services across all stages of the project lifecycle, and effectively manage across the following areas. Digital infrastructure management: Ensuring the robust and secure operation of all IT systems and platforms. Technology leadership & IT governance: Leading the IT governance framework to align with project goals and regulatory requirements. Strategic planning and execution: Developing and executing plans that align IT services with the project's objectives. Service design and management: Overseeing the design, implementation, and continuous improvement of IT services. Risk and Change management: Managing IT risks and leading change initiatives to adapt to project demands. Data governance and analytics: Ensuring accurate data management and leveraging insights for strategic decisions. Qualifications and Skills: A Level 8 (or higher) Quality & Qualifications Ireland major academic award in Information Technology, Computer Science, or a related field. At least ten years' satisfactory experience, after attaining the qualification above, including significant experience at a senior level in the planning, management, and delivery of large, highly complex digital and IT infrastructure projects. Possess a high standard of professional, technical training, and experience in IT project management and digital transformation. Desirable professional knowledge and experience: A significant track record of successfully delivering large scale and technically complex IT programmes/projects (healthcare is desirable) through all stages from development, procurement, construction and commissioning to completion and handover (up to €2bn or equivalent value) safely, within budget and on time. Experience at a senior management level in the Irish public sector and/or private sector IT environments. Extensive experience in managing and collaborating with multiple internal and external stakeholders, relevant to IT and digital service delivery. Demonstrated understanding of Irish public procurement processes and policy for Capital Projects and Equipping. Strong and demonstrable leadership and management skills, including project management, procurement, contract management, risk management, financial management, interface management, and change management. Experience of delivering digital infrastructure programmes utilising modern digital tooling. Experience delivering large-scale digital transformation projects in health services or equivalent IT environments. In-depth knowledge of legislation, standards, and best practices in IT governance, data protection, cybersecurity, and information management. Expertise in modern IT service management frameworks and the implementation of appropriate digital tooling to manage the successful delivery of complex IT programmes. Familiarity with public procurement processes and frameworks, particularly those relevant to IT services and digital solutions in the public sector. Experience in managing IT vendors and service providers, ensuring alignment with project goals and service level agreements.
