Role Profile We have an exciting opportunity in the Governance and Procurement Department for a Senior Information Compliance Officer/Data Protection Officer (DPO).
This role will sit in the Governance and Procurement Department, which is responsible for managing the compliance activities of the Authority and includes Information Compliance, Legal, Internal Audit and Risk Management, Procurement, Grants Governance, and Research Finance teams.
The Governance and Procurement Department sits within the Corporate Services Directorate of SEAI.
Senior Information Compliance Officer/Data Protection Officer (DPO) is a diverse role reporting to SEAI's Head of Governance and Procurement and with a reporting relationship to the CEO and the Board for certain Data Protection Officer elements of the role.
The successful candidate will have responsibility for the overall management of all Data Protection activity.
They will also have responsibility for managing SEAI's Information Compliance team in the administration and management of activities including managing Data Subjects Rights Requests, Freedom of Information, Access to Information on the Environment Requests, protected disclosures, external disclosures and Office of the Ombudsman complaints in accordance with SEAI's policies and procedures.
The successful candidate will play a key role in further embedding the General Data Protection Regulation (GDPR) in the Authority and in monitoring compliance with the Authority's obligations under GDPR.
They will be the point of contact in SEAI with respect to data subjects, the supervisory authority and also within the Authority.
The successful candidate must be able to demonstrate:
A degree (a minimum NFQ Level 7 or greater) in a relevant discipline such as legal, information compliance or corporate governance.
Hold a professional industry-recognised qualification or equivalent in the area of Data Protection/GDPR.
A minimum of 4 years' experience as a designated Data Protection Officer within a similar organisation(s) OR a minimum of 4 years' experience leading information compliance programmes within a complex multi-stakeholder environment(s).
A strong knowledge of public service organisations and the governance and regulatory framework within which they operate.
Excellent communication (written and oral) skills, including ability to communicate complex information clearly, both internally and externally.
Experience managing a busy Freedom of Information function.
A good knowledge and understanding of the breadth of activities carried out by SEAI.
A good knowledge and understanding of the breadth of personal data processing activities carried out by SEAI.
Strong proactive approach to achieving results, including managing scope, time, cost and quality.
Well-developed negotiation and influencing skills including consensus building and persuasion.
Eligibility to Work The SEAI has a legal obligation to ensure that all employees are lawfully entitled to work in Ireland.
To qualify, candidates must hold a valid visa on the date of application and where applicable to support a candidate's application, candidates must submit a valid work permit/visa confirming permission to work in Ireland when requested.
Failure to submit the required evidence, and failure to hold a valid permit/visa during the period of the contract, will result in the application and/or contract of employment being rendered void.
