Role Requirements
Role Requirement 1: Programme and Caseload Delivery
* Assist with the delivery of commitments in the Programmes of Work as agreed with funders, from initial scoping to project closure, in a consistent, well understood, and transparent manner.
* Assist with the assigned programmes, including delivery of Programmes of work, ongoing reporting against outcomes and indicators, risk management, programme review and ongoing development.
* Assist with the operational design ensuring all materials, documents and systems are in line with the programme specification and/or Programme of Work.
* Contribute to the design of appraisal/ assessment processes in line with the criteria of the programme.
* Carry out assessments/ appraisals/ verifications on small scale applications ensuring a robust and proportionate assessment and that funds are targeted in line with the programme design and programmes of work.
* Assist with the review process when required and carry out reviews on completed appraisals.
* Assist with the administration of appeals in line with the agreed appeals process.
* Take responsibility for drafting project contracts in relation to small scale projects translating conditions and details emanating from the appraisal process into individual contracts/ Letters of Offer.
* Carry out verifications of SCOs processing of progress reports including evidence of milestones as agreed in the Letter of Offer/ Contract for small grant projects.
* Carry out and take responsibility for contract changes within a portfolio of assigned projects.
* Report on programme progress within an assigned caseload of small grant projects.
* Provide information on operation and case management issues to other part of Pobal when required.
* Assist with the delivery of communications to enable organisations to access EU programmes and deliver successful projects ensuring adherence to the EU Communications regulations for the programme.
Role Requirement 2: Programme Supports
* Contribute to the design of application materials translating programme information into clear, succinct formats using the principles of plain English, ensuring adherence to the EU programme regulations and that requested information is aligned with the appraisal/ assessment and monitoring framework requirements.
* Assist with the delivery of a variety of pre-application support information and events.
* Implement (SCOs) and associated monitoring and milestone frameworks as appropriate within an associated caseload of projects.
* Maintain clear and focused case management and support strategies to include post application/ new entrant induction and training, financial and progress report training, attaining outputs/ indicators and milestone training, EU project communications training.
* Provide effective case management supports for small scale projects under each programme according to the programme of work.
* Support the integration of new technologies and innovative practices that improve operational efficiency and social impact.
Role Requirement 3: Team Support
* Monitor contact channels and systems to resolve or escalate any issues that may impact on the team's ability to deliver services.
* Engage in daily support and communications within the team so that all customer queries are actioned and resolved in a timely, efficient, and knowledgeable manner.
* Work with team mates to develop knowledge and foster a learning culture whilst continuing to develop own knowledge of programme rules, guidelines, escalation paths etc.
* Perform quality checks on team's outputs and gather feedback to support line management in identifying trends and improve service offering.
Role Requirement 4: Stakeholder Management
* Develop and maintain key internal relationships across directorates to ensure effective delivery and management of a caseload of projects as appropriate.
* Create and maintain effective relationships with external stakeholders, and with key organisations to ensure coordination of a caseload of small-scale projects.
* Liaise with external partners and/or delivery agents and oversee the day-to-day delivery of an assigned caseload of work deliverables.
Required Experience
* 3 years minimum financial/administration experience, preferably in a customer service environment.
* Strong organisational skills and the capacity to review the work of colleagues.
* Experience and/or knowledge/or demonstrate the ability to acquire knowledge, of peace building on the Island of Ireland, including cross border and cross community work, the geography of Northern Ireland and the ROI Border Counties and a strong awareness of the context and relationships within the programme area.
* Proficient in MS packages e.g. Word, Excel, Outlook coupled with CAD, programme databases, SharePoint portals.
* A proven customer service ethos with strong relationship building skills across business teams and external stakeholders.
* Knowledge of workings within the community/voluntary/public sector.
Qualifications
* Relevant Third Level qualification (e.g., Degree) or equivalent is desirable.
* Drivers licence & provision of car for business purposes is essential.
