Shelter and Settlement Officer
Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement-affected populations.
DRC has been operating in Ukraine since 2014, currently employing over 800 staff and will continue significant scale-up in 2024 to implement emergency response in various sectors.
DRC is currently looking for a Shelter and Settlement Officer to expand operations and respond to future shelter needs in Chernihiv and Chernihiv oblast.
This position will report to the Shelter and Settlement Team Leader.
About the job:
Responsibilities:
* Follow all relevant project tools, plans, and budgets.
* Project implementation, reporting, and evaluation.
* Ensure the quality of all Shelter activities including supervision of partners and contractors.
* Ensure quality of assessments, procurement documents, and scope of work related to shelter activities.
Main responsibilities:
* Visiting sites to assess the condition of buildings and prepare technical specifications.
* Participate in the development of projects for renovation or new construction.
* Ensure quality planning, implementation, and follow-up of all technical aspects of Shelter activities.
* Execute calculation of materials’ needs / Bill of Quantities (BoQ).
* Monitor the progress of shelter activities and keep daily records.
* Collect, draft, and update information required for reporting.
* Develop and maintain good relations with stakeholders and humanitarian actors.
* Oversee the entire cycle of construction from initial stages to final commissioning.
* Monitor performance of repair works and compliance with quality indicators.
Programming & Operations:
* Ensure efficient program implementation while following the budget and work plan.
* Provide technical support and inputs on all shelter activities.
Coordination and representation:
* Collaborate with relevant internal and external technical experts.
* Represent DRC at meetings and technical coordination meetings.
* Ensure integration with other DRC sectors.
Logistics/Finance:
* Support monitoring of financial commitments and expenditures.
* Initiate procurements and ensure execution.
About you:
* Minimum of 3 years of professional experience in construction projects.
* Preferably 2 years of experience in humanitarian response.
* Working proficiency in English is an asset.
* Excellent skills in MS Word, Excel, and PowerPoint.
* Skills in GIS software and AutoCAD are an asset.
Required education:
* Degree in Architecture, Civil Engineering, or a relevant field. Significant work experience may substitute a technical degree.

* Contract length: Open-ended after a 3-month probation period.
