POSITION SUMMARY:
The Regional Services Manager will have responsibility for oversight of and support to a number of local Jigsaw services. As the Jigsaw service network develops, the Regional Services Manager will also have responsibility for leading in the development of new Jigsaw services (community based and online) through the phases of planning, capacity building, initial implementation and full operation. As a member of the national service management team, the post holder will also actively contribute to the development and evolution of the Jigsaw service model.
Key to this role is effectively ensuring fidelity to the Jigsaw model; sharing learning from local service implementation to inform the national programme enabling responsiveness to the needs of young people, the opportunities for partnerships and the rollout of government policy in local Jigsaw communities. The Regional Services Manager will work collaboratively with the Regional Clinical Manager(s) and provide leadership and management support to the local Jigsaw Service management on all people related matters.
The successful candidate will be energetic, innovative in their thinking about young people’s mental health and passionate about the development of accessible, youth-focused primary care mental health services.

PRIMARY RESPONSIBILITIES:
This is a senior role within Jigsaw’s services management team. It will involve oversight of some of our network of services and contribution to other aspects of the development and continuous improvement of our service model.
National Role
* Playing an active role as a member of the Jigsaw service management team, contribute to the continued evolution of the Jigsaw service model, including implementation of new approaches and initiatives throughout the Jigsaw network.
* Contributing to the development, revision, implementation and review of policies and procedures in Jigsaw.
* Leading and/or contributing to programmatic project work and/or service improvement initiatives.
* Sharing learning from local Jigsaw implementation to inform the national programme.
* Establishing and maintaining relationships with key stakeholders in community, health and social care services, statutory and non-statutory agencies operating in the youth mental health landscape.
Responsibility for Individual Jigsaw Services
* Provide line management/supervision to Service Managers in Jigsaw services. Work closely with the Service Managers and Clinical Managers to ensure, through coaching, support and challenge, the effective management of their teams.
* Together with the Regional Clinical Manager (and working closely with the local service leadership team), effectively deliver Jigsaw services as follows:
o Ensuring targets, KPIs and quality standards are met across all areas of the services’ work.
o Contributing to seamless collaboration between the operational and clinical aspects of the Jigsaw model.
o Overseeing and ensuring the implementation of all service policies, procedures and guidelines.
o Overseeing and reviewing detailed service plans and budgets on an annual basis.
* Ensure that local Jigsaw services actively deliver on Jigsaw’s commitment to meaningful youth voice and engagement.
* Provide support and guidance to ensure Jigsaw services deliver a full programme of youth mental health promotion activities in education and community settings.
* Provide support to local Jigsaw services to ensure compliance with Jigsaw’s HR and performance development policies.
* Monitor and oversee local service expenditure to ensure budget management and compliance with all Jigsaw financial procedures.
* Oversee and ensure management of operational aspects of local services, including premises and health and safety.
* Identify and address needs and concerns in relation to Jigsaw services as they arise and facilitate problem-solving processes at local and national levels.
* Facilitate timely communication and coordination between other members of the Jigsaw service team (i.e. HR, youth mental health promotion, youth participation, research & evaluation, communications/ fundraising) and the local Jigsaw services.
Supporting the Development of new Jigsaw Services
* Drive the development of new Jigsaw services through the phases of planning (including community consultation and implementation planning), capacity building, initial implementation and full operation.
* Provide leadership to ensure the development of services and supports consistent with the Jigsaw model.
* Drive the development of a comprehensive implementation plan and KPIs that meets the needs of young people and influences the systems that impact on youth mental health.
* Working with the Facilities department, explore and source premises suitable for Jigsaw service delivery.
* Lead in the recruitment and induction of local Jigsaw teams.
* Develop and effectively manage relationships with key local stakeholders from the statutory sector and the community.
Communication and Support
* Creating an atmosphere of shared learning and innovation within and between the Jigsaw services through informal and formal Jigsaw Learning Network structures.
* Writing and editing documents and key materials, including online materials.
* Delivering presentations and workshops to key audiences.
* Participate in line management/supervision meetings with the Director of Services.
* Contribute to and participate in the continuing professional development and induction programmes for Jigsaw staff.
* Comply with the Jigsaw Child Protection and Welfare Policy which is in line with Children First: National Guidance for the Protection and Welfare of Children (2011).
* Actively participate in the Services Management Forum and other Jigsaw meetings as required.
* Demonstrate flexibility regarding working hours, including occasional late evenings and weekend work.
Carry out such other duties as may reasonably be requested by Jigsaw to assist the development of Jigsaw.
KNOWLEDGE, SKILLS AND EXPERIENCE REQUIRED
Criteria:
* A third level qualification (Bachelor’s Degree and/or equivalent) in a business, health (including mental health), community development, education, or social science related area.
* A minimum of two years’ experience managing managers and at least five years managing teams.
* A minimum of three years’ demonstrated successful service management experience specifically involving interagency work with statutory services (e.g. HSE).
* Proven track record in programme implementation.
* High tolerance for complexity and change and an ability to flourish and adapt in a dynamic environment.
* Demonstrated ability to work with and influence a diverse range of stakeholders.
* Experience in developing or influencing policy which has the capacity to change practice.
* Proven ability to lead by example and influence teams and individuals to attain high performance levels.
* A passion for improving systems and services and a deep-rooted desire to change how communities, service providers and young people work together.
* Excellent team management, interpersonal and motivational skills.
* Experience of implementing and overseeing effective participation structures.
* Demonstrated experience in the use of data to drive decision making and continuous quality improvement.
* Excellent oral and written communications and the capacity to write/present for multiple audiences.
* Capacity to problem solve and work through difficult situations which require a solution focused approach.
* Proven ability to work on own initiative within a flexible, co-operative, multi-disciplinary team structure.
* Ability to provide leadership and sensitively and effectively manage and negotiate difficult situations that may arise.
* Understanding of how mental health difficulties affect young people.
* Excellent IT Skills including Microsoft Word, Excel, PowerPoint, Outlook, Zoom/Teams and Sharepoint.
* Full, clean driving licence.
Salary commensurate with qualifications and experience. Factors taken into account in determining an appropriate scale include the candidate’s knowledge, skills, experience and qualifications relevant to the job.
The salary range for this role will be €65,000 - €83,200.

* As part of this role, the post-holder will be assigned responsibility for a number of local Jigsaw services. Regular travel to those services and some travel to Jigsaw’s National Office (Dublin City Centre) will be required. Base location is flexible.
