Position Title: Preparing for Life Home Visiting Co-ordinator
1 Year Full time, Fixed Term Contract of Employment (with possibility of extension)
Overview of Preparing for Life Programme: Preparing For Life (PFL) is a home visiting programme designed to support expectant parents and their children up to school age. It aims to involve parents, caregivers and significant others and works to improve families' lives by supporting parents/caregivers to use proven approaches to help their family achieve their full potential. The programme specifically sets out to improve levels of school readiness and enhance child development.
ROLE PURPOSE: To develop, implement and manage the Preparing For Life Programme in Kilrush. The Co-ordinator will ensure the delivery of a clearly outlined, manualised programme with the expectation of delivering the following outcomes for the target children, their parents and families:
1. Year on year improvements in children's physical, psychological and emotional health and in their educational, speech and motor skills.
2. Year on year improvements in parents' psychological health, aspirations for the child and the parenting skills.
3. Improved school readiness.
4. Improvement in parenting and enjoyment of parenting.
LOCATION: The office base for this position will be Clarecare's Kilrush Office located at 4 Dooneen Park, Kilrush, Co. Clare. This is an on-site role - remote/hybrid working does not apply.
DURATION OF CONTRACT: This is a full-time, 1 year fixed term contract of employment. There may be capacity to continue the project beyond 2025 subject to funding (to be determined).
DAYS/HOURS OF WORK: Working Monday to Friday - 9.30 a.m. - 5pm daily with 30 mins break per day. This position may involve evening or weekend work (as required) and flexibility is required regarding your days/hours of work to ensure operational requirements are met.
POSITION REPORTS TO: The Preparing for Life Home Visiting Co-ordinator will report to the designated Family Support Service Team Leader/Line Manager and will work as part of a wider multi-disciplinary Family Support Services team structure.
General Responsibilities:
1. To adhere to Clarecare's policies, procedures, protocols in relation to all work within Clarecare.
2. To fulfil obligations under Children First Act 2015 and all responsibilities under Children First National Guidance for the Protection and Welfare of Children (2017).
3. To store and maintain accurate, confidential records in accordance with the Family Support Services practice protocols and to comply with responsibilities under the Data Protection Acts 1988, 2003 & 2018 (GDPR).
4. To attend and participate in mandatory training/continuing professional development and learning opportunities.
5. Maintain professional and personal boundaries and adhere at all times to Clarecare's Guidelines & Code of Conduct for Staff and other policies/procedures.
Specific Responsibilities:
1. To oversee the development and delivery of the Preparing for Life programme for the Kilrush area in line with national requirements.
2. To develop and implement the PFL Programme plan for the service in conjunction with the relevant stakeholders.
3. To supervise and manage the designated PFL staff ensuring quality services are delivered in line with the relevant standards for service delivery.
4. To ensure that professional standards are met and maintained and monitored in all areas of practice and service delivery.
5. To promote the work of the Preparing For Life Programme and develop a profile for the service.
6. To work in partnership with administration support and staff to ensure the data management system is up to date, that accurate records are maintained, and statistical information can be accessed as required.
7. To complete and submit statistical information and reports in a timely manner as required.
8. To process and manage referrals for the Preparing Life Programme in line with agreed practice procedures.
9. To liaise with relevant agencies as required and to develop and maintain collaborative working relationships externally with TUSLA, HSE and other relevant community, voluntary and statutory groups.
10. To attend any National and local interagency meetings, as deemed relevant to support the development of the PFL programme and enhance supports for parents and children in the area.
11. To plan and manage own workload and ensure deadlines are met.
12. To contribute to research, audit, review and evaluation of the Service as required.
13. To manage complaints and feedback processes for the services in the designated area or as assigned by the Family Support Service Manager.
14. To monitor and manage PFL programme spending in accordance with agreed budgets and to ensure that resources are used effectively.
ESSENTIAL REQUIREMENTS/QUALIFICATIONS FOR THE POSITION:
1. Degree (level 7) in Social Care, Early Years and Childhood Studies, Health, Education, Youth and Community Work.
2. Minimum of 3 years relevant paid employment experience (post qualification) working directly with parents and their children.
3. Demonstrated knowledge and experience of supporting clients through a mentoring and coaching approach.
4. Demonstrate knowledge of relevant legislation including the Child Care Act 1991, Children's First Act (2015), and Children First National Guidance for the Protection and Welfare of Children (2017).
5. Demonstrated knowledge and experience of working with families in a range of settings, including homes, particularly in an area of disadvantage.
6. Experience of managing a case load and maintaining appropriate documentation.
7. Good communication skills and an ability to build good relations and liaise effectively with other agencies.
8. Demonstrate flexibility and excellent organisational skills.
Salary & Benefits:
The gross salary per annum on offer for this 1-year full-time, fixed term vacancy is up to a maximum of €43,781 commensurate with experience.
