Capital Project Managers or Contract Managers - NEC4 Engineering and Construction Contract (ECC) - (Utilities / Energy / Construction Industries)
Ireland (remote), with either business trips to Cork or Dublin (two days in the office at a minimum)

To take on the role of NEC4 Contract Service Manager for the Client Engineering Partner contract (secondment), who have experience in the execution of NEC4 Engineering and Construction Contract (ECC) Professional Services Contract form, to support with the Project Management of NEC4 contracts on a Strategic Gas Emergency Reserve Project in Ireland.
The project is now progressing to the Pre Procurement Phase focusing on the completion of a Front-End Engineering Design (FEED) and a number of other key Planning and Procurement activities.
Duties & Responsibilities:
1. Completion of all functions of the ‘Service Manager’ as described in the NEC4 Engineering and Construction Contract (ECC) form.
2. Contract Oversight: responsible for the Day-To-Day Administration of the Contract with the Client Engineering Partner, ensuring compliance with all Contractual Obligations, while also providing timely updates to the Project Management team.
3. Milestone tracking and reporting: oversee contract milestone completion and ensure Project Schedule is maintained accordingly by the Project Controls team.
4. Payment validations & coordination: Ensure payments to the contractor are made in accordance with the contract terms, working closely with Key Project Stakeholders.
5. Assessing Compensation Events: support Project Management team to evaluate and decide on compensation events in line with contract incentives.
6. Issuing Instructions: Issue instructions to the Client Engineering Partner regarding work changes, clarifications, and other necessary directives, ensuring all parties comply with their respective Contractual Obligations.
7. Monitoring Performance: Track and report on Contract Performance, ensuring appropriate KPIs are in place and performance is in compliance with Contract requirements.
8. Stakeholder Management: Act as a liaison between the Client Engineering Partner to ensure clear and consistent communication.
9. Resolving Disputes: Support Project Management team regarding resolution of any disputes that arise during the contract.
10. Early Warnings & Defect Management: Ensure both parties are aware of the mechanism for identifying potential problems to the project as soon as they become aware of a matter that could affect Time, Cost or Quality. Ensure defects are accepted by agreement between both parties.
11. Inspection & Testing: ensure the Client Engineering Partner's deliverables are meeting the necessary standards, by conducting inspections and tests to verify the quality of the work.
12. Approvals: may be tasked with the approval of certain works or proposed changes, ensuring quality standards are met and change impact assessments are conducted.
13. Non-Conformance Management: ensure a process is in place to identify, record, and track any non-conformance issues to ensure they are resolved promptly and effectively.
14. Fostering Collaboration: Promoting a collaborative environment to ensure mutual trust and cooperation between all parties involved.
15. Other duties: completion of any other relevant duties specific to the role of Services Management, as recommended in the NEC4 Professional Services Contract Form.
Provision of an experienced Capital Projects Analyst to support in a PMO capacity, managing the following list of activities:
1. Provide day to day support, acting on behalf to oversee the Administration of the NEC4 Contract with the Client Engineering Partner.
2. Support team with the progressing of owned tasks relating to NEC4 Engineering and Construction Contract (ECC) terms; payment processing, meeting schedules, deliverable reviews etc.
3. Support Project Management team with Internal Governance and Reporting Processes, ensuring all Key Stakeholders are inputting in a timely manner and reporting standards are met.
4. Support to gather and validate the necessary KPIs and data to manage Client Engineering Partner contract and in particular the incentives process in line with the agreed terms.
5. Support team where inputs are required to Project Controls; Scope, Schedule, budget, risk and change management.
6. Support the Client Engineering Partner with the development and execution of project structures and ways of working, ensuring owned tasks are completed.
7. Where appropriate, oversee the progress of Project Workstreams across multiple stakeholders (Internal, FEED and Client Engineering Partner), advising on the effectiveness of structures and opportunities for improved performance.
8. Support Key Project Stakeholders to identify and manage interfaces and dependencies between workstreams, ensuring necessary structures are in place to achieve effective communication and collaboration.
9. Support the Project Management team in relation to internal and external Stakeholder management, prepping materials as required.
Provision of Project Delivery Strategy support as required covering the below list of considerations:
1. Supporting to review ongoing Contract Performance and look at Performance Improvement opportunities and contract incentives.
2. Facilitate workshops with a view to the continued assessment and development of the Project’s Delivery Strategy, which in turn will inform our procurement packaging strategy for Project Delivery Partners.
3. Support with the development of New Contracting Strategies that align with the projects objectives and Stakeholder requirements, in particular the projects use of NEC4 Engineering and Construction Contract (ECC) form.
4. Support with any ongoing reviews of the Target Operating Model, identifying any capability or capacity challenges that need to be addressed, providing recommendations where appropriate.
5. Support with Senior Stakeholder Engagements to outline the Project Delivery Strategy.
