Job Description:
The MOCC Manager is responsible for leading the effective day-to-day operations of the Motorway Operations Control Centre (MOCC), ensuring high performance in line with Key Performance Indicators (KPIs), operational continuity, and coordination with operational partners. The role will also ensure the MOCC adheres to health, safety, quality, and environmental standards while maintaining effective communication across multiple stakeholders and responding efficiently to incidents across the national motorway network.
Responsibilities:
* Manage TII’s advanced motorway and tunnel management system applications
* Monitor quality of all notifications and communications sent to stakeholders and public
* Liaise with other ERTO departments and stakeholders to facilitate, maintain and develop new and existing systems through a capital expenditure programme
* Ensure compliance with applicable contractual obligations
* Facilitate the “One Control Room” ethos, coordinating tunnel and motorway operations seamlessly
* Facilitate operations by guiding critical decisions and developing SOPs
* Develop special event response plans and guide/train on them
* Identify, develop and report on measures of effectiveness for the MOCC by providing KPIs on transportation management, traveller information, incident management and vehicle detection system data to managers, stakeholders and motorway/tunnel users
* Prepare regular reports on the performance of MOCC operations
* Take all actions within the scope of the Service in an environmentally responsible manner
* Support the implementation and integration of new systems, such as NIMS, in collaboration with the client and subcontractors.
Qualifications:
* Level 8 qualification recognised by the National Framework of Qualifications Ireland, or other equivalent qualification in an appropriate discipline
* At least 5 years control room experience managing people is essential and a minimum of 2 years traffic control tunnel control room management is desired
* Strong experience with SCADA, ITS, or traffic monitoring and communication systems.
* An understanding of client relationships and reporting, including stakeholder liaison
* Demonstrated ability in employee mentoring and development
* Proven leadership and incident response capability in high-pressure environments
* Change management experience to lead continuous improvement of operating efficiencies
* A high level of numeracy and demonstrable analytical skills
* Excellent written & verbal communication skills
* Fluent written & spoken English
