ABOUT THE LAND DEVELOPMENT AGENCY
The Land Development Agency (LDA) is a commercial, semi-State body that seeks to maximise the supply of affordable homes on public and other land in a financially sustainable manner, supporting the creation of thriving communities and delivering ongoing positive social impact. It is overseen by an independent board of directors and is funded with €5 billion of equity capital committed by the Government. It is also permitted to borrow up to €1.25bn.
The LDA has commenced construction on a number of projects on State land and has a delivery pipeline in excess of 17,000 homes. It also works in partnership with the country’s largest and most experienced homebuilders and will deliver a further 8,000 homes under the Government’s Project Tosaigh initiative. Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.
Summary:
This role will offer the right candidate a fantastic opportunity to take their career to the next level and lead a growing and evolving team, with responsibility for a range of transformative residential rental projects across the country. Overseeing operational aspects of the management of Cost Rental Sites, Owners Management Companies (OMCs) and the LDA’s portfolio of landbanks and subsequently through contributions across the property development life cycle.
The Senior Site Property Manager will be flexible, self-motivated, organised and results-oriented. The successful candidate will have five plus years of broad experience across all aspects of residential, estate and property operations along with experience of land management. The ideal candidate should also have excellent interpersonal skills and the necessary technical and commercial acumen to successfully oversee the management of a large residential property portfolio and land banks. Candidates must have a minimum of two plus years’ experience managing a team.
Essential duties and responsibilities:
1. Management of the Site Property Manager team responsible for the operation of a portfolio of Cost Rental sites, landbanks and security/facilities services to a best-in-class standard.
2. Oversee the property teams’ management of all aspects of block/site property management and the delivery of insurance requirements across vacant sites and landbanks.
3. Administration of the pro-active management of property/site associated risks by developing mitigation methodologies.
4. Monitor overall and individual performance of the property team and liaise with their line manager on staff performance, operating environment and critical issues that arise.
5. Assist in the setup of individual OMCs in conjunction with LDA legal teams and advisors.
6. Oversee the handover and transition of new sites and assets from delivery to operational stage.
7. Procurement of services from agreed supplier frameworks.
8. Monitoring the performance of external property and asset management agents as per contracted terms.
9. Drive standards and value for money service provision delivered by property and asset management services suppliers and manage their performance to agreed metrics.
10. Develop and deliver in conjunction with the Cost Rental Management Team the LDA’s strategy in relation to the property management approach across sites comprising mixed tenure rentals including amenity and commercial spaces.
11. Oversee all routine and periodic inspections of sites and assets held.
12. Oversee all compliance matters in relation to the operation of LDA sites and assets.
13. Oversee all governance matters relating to site specific OMCs.
14. Manage and audit property teams’ administration of paperwork and processes related to asset management and service provider databases.
15. Work in conjunction with Asset Management’s Building Surveying Team in respect of the management and oversight of the asset registers for each site.
16. Lead coordination between Property and Accounts Teams to ensure efficient running of operations.
17. Oversee preparation of site and land management budgets and the production of monthly reports for internal stakeholders.
18. Support collaboration across the LDA on Asset Management inputs into planning for new developments preparing analysis and feedback in respect of legal structures, designs and layouts which best support cost rental operations.
19. Working with internal teams to implement new property management and related IT systems to collect, store and analyse all property information for compliance and decision support purposes. This will include supporting the LDA in meeting its sustainability and ESG commitments.
20. Ensure portfolio and external contractors comply with applicable legislation, regulation, and best practice in the delivery of their services.
21. Proactively develop management and leadership skills to ensure career development.
22. Ensuring operational compliance with all relevant legislation including the Fire Services Act 1981, MUD Act 2011, Residential Tenancy Acts, Health & Safety Legislation, Occupiers Liability Act 1995, Waste Management and Litter Pollution Acts and Data Protection Act and the Affordable Housing Acts and any additional applicable regulations.
23. Other duties as may be required based on the evolving operational requirements of the LDA.
Requirements:
Requirements this candidate will have (shortlisting criteria)
1. Have minimum 5 years of property/land management experience and within a similar role.
2. Have a minimum of three years managing a team of people.
3. Ideally possesses a PSRA licence ‘D’ and have property-related educational qualification.
4. Post graduate qualification an advantage.
5. Excellent relationship management skills (both internal and external).
6. Strong strategic knowledge of the residential block management and OMC sector.
7. Knowledge of public procurement a distinct advantage.
8. Must have own car and full and a clean driving license.
