The Role
The Brothers of Charity Services Ireland West Region employ in excess of 1,900 staff providing services to over 2,000 adults and children with an intellectual disability across counties Galway and Roscommon.
The ER Manager (post holder) is responsible for improving the employee experience, ensuring ER operational excellence and compliance, while improving HR efficiency. The position reports into the Head of HR. Working closely with the wider HR team, in particular 3 Human Resource Managers, Sector Managers, recognised trade unions, HR compliance and services stakeholders, the desired candidate will develop and leverage ER best practices and processes to support our culture of commitment to the people we support and their right to lead full and valued lives as equal citizens.
* The post holder will link with the regional HR Teams and provide support and expertise in the area of employee relations, project initiatives at national level.
* The post holder should be flexible in their approach to service delivery and should have the ability to contribute positively towards the on-going development of effective teamwork.
* The post holder is required to be familiar and work within any other statutory regulations and guidelines which place obligations on the Brothers of Charity Services Ireland.
* The post holder will monitor these statutory regulations and guidelines which change from time to time as new ones are introduced.
Qualifications And Experience
* Strong Employee Relations (ER) experience gained through increasingly responsible positions within Human Resources in a recognised unionised environment with a demonstrated passion for employee relations and people management is an essential requirement of the role.
* Strong employment law background with qualification a distinct advantage.
* Ability to create order from ambiguity & willingness to roll up sleeves to directly solve problems, operates with a sense of urgency, ability to prioritise work, conscientious, attention to detail and "can do" attitude.
* Strong people leadership skills with a creative collaborative mindset with the ability to grasp issues quickly and work on the right things at the right time.
* Strong communication and interpersonal skills, with excellent written & spoken English.
* A relevant level 8 degree or equivalent qualification is preferred or professional membership of CIPD (MCIPD /FCIPD) is highly desirable.
* Proven track record leading complex projects and organisational change, driving operational excellence and improved employee experience.
* Demonstrated ability to drive results through individual efforts and influencing others, without authority over them, including HR and Business Leaders and a demonstrated ability to drive projects through to execution.
* Excellent customer service and relationship management skills and negotiation skills with the ability to maintain a high degree of confidentiality, diplomacy and tact.
* Proficient in Microsoft tools, including Outlook, Word, Excel, PowerPoint, HR information systems.
* Recognise the equal rights of people with an intellectual disability in society and uphold and respect those rights.
REPORTING/RESPONSIBLE TO
Head of Human Resources West Region.
HOURS OF WORK
70 hours per fortnight based on a 5 day Monday to Friday basis. Contracted hours of work are liable to change between the hours of 8 a.m. and 8 p.m. over 7 days as future service needs require. Flexibility may be required in order to meet Service demands.
ANNUAL LEAVE
30 days per annum.
PENSION SCHEME
The Brothers of Charity Contributory Superannuation Scheme which is linked with the Nominated Health Agencies Superannuation Scheme or Single Public Service Pension Scheme (whichever is applicable) will apply to this appointment and the person appointed will enter the Scheme as and from the date of taking up employment.
REMUNERATION
Department of Health Grade VII (Clerical) Salary Scale (01/10/2024) - €58,254 x 8 increments - €70,654 (Max) per annum. LSI 1 €73,186 per annum is payable after 3 years on the maximum of the scale. LSI 2 €75,728 per annum is payable after a further 3 years.
TENURE OF EMPLOYMENT
The position is permanent, full-time and pensionable.
TRAVEL
The person appointed must provide his/her own car and must furnish an indemnity from Insurers in favour of the employer. Travelling expenses at the appropriate rate will be paid in respect of travel necessarily performed in the discharge of duty and in accordance with our Travel travel base for this purpose will be Kilcornan House, Clarinbridge, Co. Galway. This may be subject to change in the future.
PROBATION
A probationary period of nine months from the date of appointment applies to the post. The employment may be terminated at any time during the probationary period should the employer find that the appointee is unsuitable to continue employment. The probationary period may be extended at the Services' discretion.
Job Description
Subject to the agreed policies and procedures of the Brothers of Charity Services West, the ER Manager shall have the following duties and responsibilities:
* Manage and deliver the BOCSI West Employee Relations function services for the BOCSI within the counties of Galway and Roscommon.
* To work, in consultation with the Regional Head of Human Resources in developing and implementing the strategic direction of the employee relations function in the Brothers of Charity Services West Region.
* Be a central contact point for all ER issues. Consult and provide training, advice, counsel, and resolution to employees and managers on a broad range of employee relations matters, including policy interpretation and application, employment laws, conflict resolution, progressive discipline and trust in care.
* Provide insight and interpretation to managers and employees regarding relevant employment principles and complex employee relations issues, especially those requiring an explanation or interpretation of employment law, principles of effective people management, workplace investigations and critical incident management.
* Conduct robust investigations into employee complaints and allegations of misconduct in a timely, fair and balanced way. Identify and assess the scale and scope of alleged or confirmed conduct that is deemed inappropriate, impermissible, or unacceptable. Partner with stakeholders as needed.
* Identify gaps in process, policies and practices; Lead cross-functional teams to close gaps and optimise policies, processes or programs.
* Contribute to a culture of continuous improvement; be bold in driving change. Act as objective and trusted advisor for both employees and management across the Western region.
* Investigate concerns raised, including complaints of safe-guarding, trust in care, harassment, retaliation, grievances and other work-related issues across the services.
* Review, follow-up and investigate where necessary, issues and matters of concern raised during the exit interview process.
* Use case management techniques to manage cases from intake to resolution to include preparing detailed investigative documentation, interview notes and summary of findings. Prepare, track and maintain data and documentation.
* Partner with sector managers, leaders and HR and recognised trade unions as necessary to reach an effective resolution for employee matters. Educate people managers and implement training programmes to assist managers in their roles.
* Utilise data and analytics to measure the effectiveness of the ER programmes and initiatives. Provide insights and recommendations to senior leadership based on data analysis.
* Champion Diversity, equity and inclusion initiatives and ensure they are integrated into all ER practices. Promote a diverse and inclusive workplace culture.
* Liaise with the HSE, IBEC and other statutory agencies and bodies as appropriate to establish contacts and keep abreast of emerging policy and compliance requirements. Ensure that the Region mirrors the national position and deal with ER issues on a national scale as appropriate.
* Carry out any further appropriate tasks that may be assigned to him/her. Support the team with adhoc project work. Support the HR team with updates to Company policy and procedure, including researching and adopting best practices. Coordinate the sharing of information, as appropriate, throughout the Services.
* Ensure to comply with all HIQA requirements in relation to the ER function.

Promote and respect the human, legal and constitutional rights of each person supported by the Brothers of Charity Services, recognising their individuality and equality.
COMMUNICATION
Promote open communication among staff and good levels of staff morale. Operate effectively as a member of the HR team and BOCSI West Region Management Team in promoting the best interest of the Services. Report all matters of concern immediately to the Head of Human Resources and the Director of Services of BOCSI West Region.
FLEXIBILITY
Employees are expected to have a high level of flexibility and a willingness and ability to develop new approaches in their work. Duties and responsibilities of any post in the Services are likely to change with the ongoing needs and developments of the services. Employees will therefore be required to carry out such other duties appropriate to their employment as may be assigned to him/her from time to time.
RECRUITMENT PROCESS
A short list will be made and those identified on the short list will be invited to interview. There may be a need to hold a second round of interviews, if this is the case candidates will be notified. Following interview all candidates will be notified of the outcome. The successful candidate will be made an offer and if that candidate accepts, the appointment will be made subject to the Garda vetting report.
HEALTH
The successful candidate must be free from any condition which would render him/her unsuitable to hold the appointment and must be in a state of health as would indicate a reasonable prospect of ability to render regular and efficient service.

In the course of the employment the post holder may have access to, or hear information concerning the medical or personal affairs of people who are supported by the Services and/or staff, or other health service business. Such records and information are strictly confidential and, unless acting on the instructions of an authorised officer, on no account must information concerning individuals who are supported by the Services, staff, or other health services business be divulged or discussed except in the performance of normal duty. In addition, records must never be left in such a manner that unauthorised persons can obtain access to them and must be kept in safe custody when no longer required.
