Job Description This post holder will be working with the Responsible Sourcing Lead, to ensure compliance with the projects Governance, policies and procedures.
The role holder will be vital in supporting the procurement and delivery teams in delivering the economic, environmental and social outputs in the project business case.
They will liaise and influence procurement and delivery teams in achieving the responsible sourcing objectives and implementing the balanced scorecard. Support to champion responsible sourcing across the programme.
Ensure the sustainable procurement policy and sustainable procurement implementation plan are executed in the procurement of project core contracts.
Support to embed and cascade the balanced scorecard into the procurement of the core contracts and socialise the balanced scorecard with the wider project team.
Review the KPIs and associated performance regime developed by People, Health, Safety and Sustainability Directorate, and Technical, Benefits and Operations Directorate to ensure alignment with balanced scorecard.
Support in the development of carbon as a currency for the Programme.
Support to contractualise the sustainability plan for core contracts in conjunction with Legal Advisors.
Support the alignment of the project to the EU Taxonomy for sustainable activities and support the procurement teams in reflecting any obligations and requirements in the suite of contract documents and identifying specific tender evaluation criteria which need to be considered in conjunction with the Technical, Benefits and Operations Directorate and project Legal Advisors.
Support the procurement teams to identify the necessity for the core contractors to comply with CSRD and CSDDD obligations, and to reflect obligations and requirements in the suite of contract documents in conjunction with the Technical, Benefits and Operations Directorate and project Legal Advisors.
Support in market engagement relating to responsible sourcing and sustainability.
Oversee the traceability of ethical sourcing in general contracts and core contracts.
Support in the development of digital solutions for sustainability with digital workstream and People, Health, Safety and Sustainability Directorate (if required).
Support in the development of responsible sourcing report with Audit, Risk & Assurance Directorate (if required).
In the delivery stage, manage and monitor that suppliers and contractors are meeting their KPIs.
Provide accurate and timely information about progress and plans to the leadership team and project controls via monthly commercial and procurement progress reports.
Participate in any progress meetings to discuss responsible sourcing and progress.
Support to ensure the team are fully trained and up to date on the relevant best practice, EU procurement directives, Irish Law and other statutes.
Use the team to develop and deliver responsible sourcing training development for procurement teams and the wider project team.

Qualifications A level 8 degree in engineering, construction or a related subject matter or equivalent experience.
Advanced Diploma in Public Procurement Law (King's Inns) or equivalent is desirable Professional Memberships A professional qualification such as Engineers Ireland (IE), Institute of Civil Engineers (ICE), Chartered Institute of Procurement & Supply (CIPS), Royal Institute of Chartered Surveyors (RICS) or relevant equivalent.
Membership of Institute of Management Consulting or Association of Project Management or Project Manager Institute (PMI).
Experience +10 years' experience of public sector e-procurement and constraints.
Have a good understanding of business and procurement management systems. +5 years' experience working on metro rail projects or projects of a similar scale and complexity.
Experience in the civil infrastructure / construction industry.
Experience within procurement and contract management functions in a range of construction, engineering and service-oriented areas and in a demanding safety critical environment would be advantageous.
Experience in the relevant supply markets and effective application of value for money strategies and solutions.
Experience with the complete procurement contract management and supplier relationship management cycle Knowledge of the NEC and other standard contract forms and commercial risks would be advantageous.
Experience with the procurement of EU Procurement Directives, Irish National Regulations and laws, and construction procurement as a client or for client bodies.
Skills Knowledge of EU Procurement Directives and Irish National Regulations and laws including EU Regulation 2016 (S.I.
286/2016) and Regulation (EC) No 1370/2007.
Take necessary care to properly protect the confidentiality, integrity and availability of corporate information from unauthorised disclosure, modification or destruction.
Never knowingly put client information or information systems at risk.
Competent in Microsoft Office.
Strong ability to write, document, and maintain technical standards, guidelines, and workflows.

Excellent communication and collaboration skills, with the ability to translate complex information management concepts into clear, actionable guidance and co-ordinate and communicate important information across team.
