We currently have a vacancy for a Cash Centre Programme Lead on a specified purpose contract of 7 years in the Workplace Services & Facilities Management Division.
The Central Bank has decided to develop a new cash centre – a project that represents a significant investment by the organisation and the State to deliver upgraded, right-sized critical infrastructure in the national interest. This project aligns with public policy objectives on cash and demonstrates our commitment to support the ongoing availability of cash as a means of payment into the future.
Role Purpose:
We are now seeking to appoint a Cash Centre Programme Lead. This is a significant leadership role for the Central Bank and will be accountable for the delivery of the Cash Centre project which has a fundamental impact at a national level, ensuring continued and uninterrupted delivery of currency services to the public.
This role will provide strategic and thought leadership, accountable for the overall direction and successful delivery of the Project within timeline and budget as well as ensuring alignment with the broader organisational strategy. The role will also lead the cultural and significant workforce transformation associated with the project. The primary reporting line for this role will be to the Chief Operations Officer with a dual line into the Director of Currency, Workplace & Regulatory Services in the operational planning and delivery of the key project milestones. This role includes leadership and oversight of the successful delivery of all project milestones including:
* Detailed design and construction of the new Cash Centre.
* Defining the future state organisation structure that supports the planning and coordination of the decommissioning of the current site.
* Developing and executing people transition strategies.
* The ultimate transition of operations to the new site.
* Ensuring strategic alignment with the wider Bank strategy and objectives.
Key Responsibilities:
Project Planning & Execution:
* Accountable for the development and driving execution of the project plan, including timelines, resources and budget.
* Directly support the Executive in defining and embedding the new operating model, organisation design and resourcing strategies for the future delivery of services.
* Define, manage and direct the deliverables of a complex range of vendors providing services across construction, technology, security and facilities management.
* Identify, assess and mitigate risks that could impact on project delivery, in line with risk profile of the project.
* Drive decision making and accountability at all levels to maintain progress and deliver value through the project.
* Implement robust governance frameworks to support project delivery ensuring timely robust reporting and measurement are in place to track project delivery.
* Oversee and monitor project budget, expenditure and resourcing in line with Project Plan.
* Work with Work Stream Leads to oversee the work of the external project management team and external project management director.
* Management of the Senior Cash Advisor and Independent Assurance Function.
People Transition & Change Management:
* Develop and execute people transition strategies to support workforce shifts arising from the project.
* Develop and implement strategies to embed the desired culture within the programme and set up the new Cash Centre operation for success.
* Ensure clear communications of changes, engaging affected employees at all levels.
Stakeholder Engagement:
* Build and maintain strong relationships with key stakeholders to support project delivery e.g. internal supply and demand stakeholders, project consultants etc.
* Lead on critical internal and external stakeholder engagement including with key government stakeholders, the media and the Central Bank Commission and Executive.
* Represent the Central Bank at external fora, including national and international (ECB) advisory bodies as appropriate.
Team Leadership & Development:
* Lead, develop and mentor a high performing project team, ensuring roles are clearly defined.
* Foster a culture of collaboration, innovation and accountability across the project team.
Qualifications/Competencies:
* Minimum of 15 years’ experience in major capital project management programmes involving multiple stakeholders and high complexity in a relevant sector, of which at least 5 years in a senior leadership position or minimum of 15 years’ experience in a senior business leadership role that has included oversight of/leadership role in significant capital project(s).
* Third level qualifications (degree or postgraduate level) in Engineering, Construction Management, Business Administration or related field is preferable.
* Senior leadership experience of design and construction management, project management methodologies, budget and resource management.
* Exceptional stakeholder engagement and communications abilities and proven ability to have leadership impact and influence both within and outside the organisation.
* Excellent understanding of strategy development and implementation.
* Excellent people management, coaching and leadership skills.
* Have a full understanding of the Capital Works Management Framework and all relevant procurement legislation and guidelines.
