Top Oil has a vacancy for a Procurement Specialist to join our Head Office team in Dublin.
The Specialist – Contracts and Procurement is responsible for executing the purchasing and contracting activities of the Top Oil Business to ensure that required goods and services are sourced in a timely manner while ensuring quality, cost effectiveness and appropriate risk management.
The Specialist supports tendering for supply & services and the development and contractual administration of subsequent Contracts. The Specialist also supports the gathering and analysis of market intelligence and develops, implements and maintains measurement systems monitoring price movement, supplier performance, savings and capital purchases. The Specialist also ensures best practice and corporate alignment in the areas of Contracting, Prequalification, Delivery Planning & Procure-to-Pay (P2P).
Key Responsibilities:
General:
1. Provide timely and cost-effective fulfillment of Top Oil’s procurement and contracting needs, ensuring that quality and safety are achieved, and that commercial and operational risk are minimized/mitigated.
2. Conduct and maintain Commercial Management of Key Contracts through the full life-cycle (development of contract strategy, sourcing/tendering, negotiations, T&Cs, implementation, account maintenance and performance monitoring).
3. Provide support and guidance to the Business in sourcing, selecting and prequalifying Suppliers & Contractors and bidding/awarding of Contracts.
4. Ensure compliance with relevant policies, standards and key procedures and minimize risk and cost exposure.
5. Maintenance of contract files to document all agreements and negotiations, predetermine strategy for upcoming contracts, and to support required audit activity.
6. Build strong internal and external networks and attain the highest level of customer service.
7. Strive to achieve excellence in all aspects of contracts: planning, negotiation, execution and implementation.
8. Drive continuous improvement efforts to maximise value/savings, minimise risk, and to optimise and streamline the contracting process.
Specific Responsibilities:
1. Analyse, categorise, and understand historic and forecast spend profile.
2. Develop and maintain market intelligence.
3. Develop and execute Sourcing Strategies.
4. Research, identify & prequalify new Vendors based on cost, quality, HSE, service, solvency, reputation etc.
5. Manage Vendor relationship and performance – act as escalation point for any issues.
6. Commercial management of contracts.
7. Collaborate across the Supply Management function to ensure alignment and to learn and apply best practices.
Sourcing & Contracting:
1. Advise and assist in the review and preparation of scopes of work.
2. Prepare tender documentation including pricing mechanisms.
3. Drive formal tender/RFI process.
4. Prepare contract documents incorporating the effect of all negotiations, clarifications and qualifications.
5. Implement new contracts and ensure effective hand over to and understanding of contract & commercial terms by business stakeholders.
6. Manage stakeholder communications regarding Contract changes.
7. Develop sound, fit for purpose contracts to the schedule requirements of the Business, using approved contract templates when possible; engage Legal when required to develop master agreements, call-offs, etc.
Other ad-hoc Supply Management activities as directed by Supply Manager.
Qualifications:
1. Degree in Business, Law, Supply Chain, or relevant discipline or equivalent combination of education and experience.
2. Additional qualifications in Contracting and Commercial Management are an advantage.
Experience:
10+ years experience of:
1. Sourcing and Contracting in an Engineering/Commercial environment.
2. Managing rated and fixed price contracts, account settlements etc.
3. Experience of Contracting in the Oil & Gas or Retail sector is an advantage.
4. Contract drafting and negotiation of contract terms.
5. Market research and analysis for different goods and services categories.
Critical Skills:
1. Strong commercial acumen and negotiation skills as well as proven technical skills in contract implementation, planning & execution.
2. Advanced contract drafting skills with working knowledge of Commercial Contract Law and its use in establishing contracts and negotiating settlements.
3. Good presentation and interpersonal skills; demonstrated ability to communicate and influence third parties.
4. Strong project management skills with the ability to establish priorities, manage to planned outcomes and clearly document & communicate results.
5. Excellent computer skills including knowledge of P2P functionality and MS/Office suite.
6. Self-motivated, enthusiastic with ability to work as part of a Team.
7. Capable, resourceful and efficient with a continuous improvement mindset.
