RESPONSIBLE TO: BOARD OF MANAGEMENT, CnD
REPORT TO: CHAIRPERSON & STAFF LIAISON, BOARD OF MANAGEMENT, CnD
WORKING RELATIONSHIP
The Board of Management of CnD has responsibility for the direction and co-ordination of the services and programmes of work of CnD. The CEO is required to work closely with the Co-ordinators/Managers of the individual programmes and persons assigned responsibility for the co-ordination/management of services to achieve the highest possible level of integration of the services, contribute to a harmonious working relationship within the services, and create a quality culture in the organisation.
The person holding the position will be required to provide leadership and direction to the staff and work closely with the Board of Management. The CEO will be ex-officio a member of the Board and will provide direct support to the board.
The appointee will be required to co-operate with any person appointed by the Board to examine, monitor, or advise on the services, service operation, or management or on service developments or with any auditor appointed for the purpose of financial reporting on the Services. The person will have a special working relationship with other community and local development organisations, educational and other relevant public and statutory bodies in respect of the financing, utilisation of designated facilities of CnD, and general administration of the Services.
PRINCIPAL DUTIES AND RESPONSIBILITIES
The following principal duties and responsibilities outline the work of the CEO of Services. The appointee will be required to:
GENERAL ADMINISTRATIVE AND MANAGEMENT FUNCTIONS:
1. Meet regularly with the board of management and advise, agree actions that deliver on the vision of Cumann na Daoine and provide direct support to members of the board in leading out the vision and work of Cumann na Daoine. The CEO will specifically support the board in its delivery of good governance practices.
2. Undertake the general direction of all services provided by or under the auspices of CnD to ensure the optimum use of available resources and facilities in accordance with the policies and procedures laid down by the Board of Management.
3. Ensure that high standards of practice are maintained in the services provided and that the values and principles of community development are adhered to.
4. Provide leadership for and ensure the development of staff members within the Service, particularly those reporting directly to the CEO.
5. Oversee strategic planning by Co-ordinators/Managers for the development and delivery of their individual services and for their optimum integration.
6. Maintain contact and consult with statutory and other relevant bodies and individuals regularly.
7. Ensure that the resources of the Service are effectively and efficiently promoted and utilised by the Co-ordinators/Managers of each service.
8. Co-ordinate and promote the work carried on within CnD.
9. Maintain overall staff discipline and ensure that the staff and users of the service know the disciplinary code.
10. Put off duty any staff member who is considered incapable of performing their duties or who presents an imminent risk.
11. Ensure that Co-ordinators/Managers and their staff respect the dignity and uniqueness of each person served.
12. Prepare an Annual Report on programme services alongside the Co-ordinators/Management Team.
13. Ensure that there are policy guidelines in place for all appropriate personnel procedures and management requirements.
14. Approve payments within approved limits, ensuring that all relevant financial records are maintained.
15. Enter into contracts or agreements on behalf of the Board as directed.
16. Produce annual Programme Plans and Budgets for submission to the Board of Management.
17. Secure the integrity and safety of the income, assets, and records of the service.
18. Undertake, make arrangements for, and supervise any fundraising activities of CnD.
19. Ensure compliance with health, safety, and fire protection requirements.
20. Work with any consultants or advisers appointed for service development.
21. Regularly review and appraise all members of the Co-ordination/Management Team.
22. Carry out other duties as required by the Board of Management.
DUTIES IN RESPECT OF BOARD OF MANAGEMENT FUNCTIONS:
1. Be responsible for strategic, organisational and service planning for the future development of the Service.
2. Secure the achievement of all goals, objectives, policies, and decisions of the Board.
3. Provide reports of progress and actions in the Service regularly.
4. Convene and attend all meetings of the Board and execute directions given by the Board.
5. Prepare strategic or special Programme Plans for the Service as required.
6. Work with external agencies in the planning or development of services.
7. Carry out or supervise any research initiatives in accordance with ethical standards.
8. Undertake external or public relations as required by the Board.
9. Organise secretarial and administrative support for the Board of Management.
10. Ensure compliance with companies office and charities regulator requirements.
MEASURES OF ACHIEVEMENT
1. The ability of the CEO to provide leadership and direction to all staff in the Services.
2. The maintenance of expenditure within budget and proper management of all resources.
3. The ability to work harmoniously with staff and Board members.
4. The ability to work closely with the Chairperson of the Board.
5. Maintain and increase core programme funding streams.
PERSON SPECIFICATION
The successful candidate will exhibit qualities that enable personal commitment to advancing the mission and ethos of CnD and will have:
1. Experience at a senior level in administration/policy, management, HR, financial management and strategic planning.
2. The ability to initiate and lead organisational development and change.
3. Demonstrated leadership skills, sound judgement, self-motivation, and strong interpersonal skills.
4. Experience of staff support and supervision and report writing to a high standard.
5. Sufficient understanding of information technology and social media in a modern working environment.
6. Knowledge of the social and related fields in community development.
7. A proven record of achievement in their career to date.
8. The ability to represent CnD confidently and persuasively.
A relevant third level qualification and previous experience of working within the community, voluntary or statutory services will be advantageous.
The fixed salary, which is inclusive of all national pay adjustments, is €60,118 as of 1/2/25.
MEDICAL:
The candidate being considered for appointment will be required to undergo a medical examination and satisfy the Board of Management of their ability to provide regular and efficient service.
REFEREES:
All candidates will be required to furnish the names and addresses of not less than three referees, one of whom must be a recent employer.
GARDA CLEARANCE:
The Board will require all applicants to consent in writing to a Garda check.
CONFIDENTIALITY:
Prior to appointment, the successful candidate will be required to sign a statement of confidentiality.
Successful applicants must have access to a car, a clean driving licence, and be willing to drive for work purposes.
