The project:
The project is a generational project providing Dublin & Ireland with a much-needed world-class Metro system to support the fast-growing population. The project is an 18.8km fully autonomous Metro system, consisting of 16 stations, 2 significant tunnelled sections, and several significant structures along the alignment. The project will integrate existing transportation systems through the city and surrounding areas, including the Dublin airport, Irish Rail, and the LUAS. The roleholder will form part of the HSSEQ team within the HSSEQ Directorate, reporting to the project quality lead. The successful candidate must lead by example and serve as a role model ensuring the highest standards are adopted across the project.
The quality advisor shall provide assistance and support to the quality lead in advising on overall compliance in matters of quality in accordance with ISO9001, the project's policies, and relevant statutory provisions. The roleholder shall provide leadership in the delivery of a world-class quality management system and the compliance requirements for all of the project activities. The quality advisor will act as a source of expert technical advice, providing assurance, ensuring compliance, and carrying out due diligence on matters relating to quality management to ensure that the project is delivered in line with statutory, legal, and contractual requirements.
Responsibilities:
* Lead and maintain exceptional safety, quality, cost, programme, sustainability, and project compliance standards.
* Possess advanced technical expertise in local health and safety rules and regulations relevant to the project portfolio.
* Champion a diverse and inclusive working environment, understanding the importance of the wellbeing of the people you manage.
* Ensure the successful delivery of key assignments and defined business areas, providing strategic direction and monitoring delivery aligned with overall vision and objectives.
* Oversee project management from inception to post-completion on behalf of external/third-party clients.
* Support the quality lead with the setting and implementation of quality policies and strategies.
* Manage and maintain a quality management system to ISO9001 certification standard.
* Deliver quality standards and compliance requirements for all project activities.
* Develop and implement appropriate tools and systems for quality reporting metrics.
* Create quality training materials and collateral to support the business.
* Ensure contractual quality requirements are met and expectations set for the supply chain.
* Implement reporting methods for accurate data from the supply chain to the project directorate.
* Conduct forensic analysis of quality failures and implement corrective measures.
* Support a learning environment for continuous improvement.
* Manage and deliver quality forums for discussion and knowledge sharing across the project.
* Develop and implement a risk-based audit programme with active reporting of findings and corrective actions.
* Ensure up-to-date quality information is communicated across the project in collaboration with the communications team.
You’ll need to have:
* Effective knowledge and application of quality management systems.
* Knowledge of ISO9001 standard and certification.
* Strong analytical and reporting skills.
* Good knowledge of management principles and operational controls through the delivery lifecycle.
* Experience in developing and implementing tools and techniques in an operational environment.
* High level of knowledge and understanding of current industry standards and regulations.
* Working knowledge of the construction, consultancy, and facilities management industries.
* Educated to degree level (or equivalent).
* Formal auditor training course within a relevant subject.
* Quality assurance experience.
* Quality management system experience.
* Internal auditing experience.
* Good working knowledge of Microsoft Office 365 suite and data analysis tools.
* Excellent communication skills and customer focus.
* Ability to work to tight deadlines alone and as part of a team.
* Strong organizational skills.
* Report writing skills.
* Ability to manage and influence a range of key/senior internal and external stakeholders.
You’ll also have:
* Experience in the implementation of digital control tools.
* Understanding of key project controls and processes such as design, procurement, tendering, and project delivery.
* Understanding of outsourced business models.
* Ability to deal with and influence senior management.
