Job Description
The Medical Council is seeking a Professional Competence Manager to work within the Professional Competence and Research Directorate. This role will oversee the implementation of the Maintenance of Professional Competence programme and the Continuing Professional Development Accreditation programme.
The Professional Competence and Research Directorate leads the Medical Council's strategy to ensure doctors maintain their professional competence, deliver a performance assessment model, and conduct research to support Council in achieving its vision.
This position will be part of an organisational design programme, which will impact the future structure of the organisation.
Key Responsibilities:
* Management of the Maintenance of Professional Competence programme:
o Facilitate the implementation of a new Maintenance of Professional Competence (MPC) Framework.
o Monitor the operation of Professional Competence Schemes (PCS) under arrangement with the Medical Council to ensure alignment with the new Maintenance of Professional Competence Framework.
o Implement strategies to achieve MPC compliance; enrolment and CPD compliance.
o Prepare communications relating to PCS and MPC, including reports, briefs.
o Consult with and engage relevant stakeholders on all matters relating to maintenance of competence and other projects.
o Draft programme and policy papers and present at committee and Council meetings.
o Provide evidence at Fitness to Practice inquiries.
* Management of CPD accreditation programme:
o Facilitate the establishment of a CPD accreditation framework.
o Collaborate with external stakeholders to design a governance framework for CPD accreditation.
o Assess CPD accreditation applications.
o Prepare and present documentation regarding accreditation decisions in committee and Council meetings.
* Operational duties:
o Manage the workload and performance of two executive officers, offering training, guidance, and support in their work.
o Support and assist the preparation and production of the Directorate's annual business plan and budget.
o Participate in continuous improvement projects within the Directorate and the Medical Council.
o Process Freedom of Information and Data Protection requests received by the Directorate in line with FOI and Data Protection legislation.
o Assist the Medical Council in carrying out its regulatory function in compliance with best practice and legislative requirements.
o Any other duties assigned from time to time.
Essential Criteria:
* Minimum of 2 years' experience managing multiple projects.
* At least 1 year of policy development experience.
* Relevant third-level qualifications or equivalent.
Desirable Criteria:
* Minimum 2 years + experience in a similar stakeholder interface role within a regulator, professional body or similar organisation.
* A good knowledge of the Medical Practitioners Act 2007 in addition to the Medical Council's remit and functions.
* Presentation and training skills.

Details of this Appointment:
Position Type: This appointment will be offered on a full-time permanent basis. A 6-month probationary period applies to this appointment.
Salary: Starting salary will be at €53,955, which is the first point of the Senior Executive Officer PayScale.
If you are currently a serving civil or public servant, your entry point to the PayScale may be higher based on your current salary.
There will be salary increments each year in line with the Senior Executive Officer Grade PayScale and subject to satisfactory performance, until the maximum point on the scale has been reached.
Senior Executive Officer PayScale:
€53,955 (starting) - €55,532 - €57,106 - €58,680 - €60,259 - €61,831 - €63,407
€65,682¹ (LS1 After 3 years satisfactory service at the maximum)
€67,951² (LS2 After 6 years satisfactory service at the maximum)
Annual Leave: 29 working days plus public holidays.
Hours: 35 hours per week, Mon-Fri.
Location: The Medical Council's offices are located at Europa House, Harcourt St, Dublin 2. We operate a hybrid working model with both remote working and a requirement to work one day per week in the office.
Pension: The Medical Council offers a pension through the Public Sector Scheme. Contributions to the scheme will commence on joining the organisation.
Candidates currently working in the Public or Civil Service may transfer their pension.
