* Reporting to: Property Asset Manager
* Location: Dublin
* Contract type: Permanent
* Salary: €45,830 - €63,017 per annum
Role Overview
This role is focused on maintaining high-quality homes and ensuring compliance with housing standards. You will manage actions from Local Authority Inspections (LAIs), coordinate responses, oversee repair workflows, and liaise with key stakeholders. There are also opportunities to contribute to wider asset management activities, including property surveys, contractor procurement, stock condition assessments, defect diagnosis, snagging, and tendering. The role offers a structured and collaborative environment where you can apply your expertise while gaining experience across multiple areas of property asset management.
Key Responsibilities
Local Authority Inspections
* Coordinate and manage actions arising from Local Authority Inspections (LAIs) in compliance with SI 137 of 2019 - Housing Standards for Rented Houses Regulations 2019.
* Provide centralised support to regional Property Surveyors and assist in overseeing nationwide operations related to LAIs.
* Analyse trends, expenditure, and overall service performance to identify improvement opportunities and guide effective decision-making.
* Prepare reports and insights, including Key Performance Indicators (KPIs), to assess service functionality and efficiency.
* Liaise with local authorities and work collaboratively with internal teams, service providers, and cross-departmental stakeholders to ensure effective communication and coordination.
Repairs and Maintenance
* Coordinate repair actions identified through LAIs in collaboration with property services administrative team, regional surveying teams and service providers, ensuring timely, high-quality delivery.
* Ensure repair activities comply with regulatory standards and align with organisational objectives.
* Optimise repair workflows and service provider engagement to enhance efficiency, value for money, and positive relationships with local authorities.
* Support the implementation of solutions to incorporate LAI-identified repairs into the current repair ordering system, ensuring streamlined processes and effective integration.
Stock Condition Surveys
* To survey a range of properties according to a predetermined programme, if required.
* Verify current stock condition of the properties and identify all necessary attribute information.
* Update the management information system accordingly.
* Validate all asset related data currently held.
Surveying
* To undertake a range of surveying duties to the association’s property stock portfolio.
* Carry out a range of surveys to include structural surveys, condition surveys, snag lists, etc., providing comprehensive reports for same.
* Offer advice and support to customers and other non-technical staff.
* Inspect and prepare reports / specifications on defects and other property condition issues including tendering and contract supervision.
* Prepare cyclical and planned programme and service contracts tenders.
Tenders/ contract Management
* Assist in the procurement of contractors and consultants.
* Assist in the procurement and management of the planned programme and ad hoc minor refurbishment / repair works.
* Liaise with tenants and contractors on the cyclical planned programme and quality control.
* Management of service contract providers and inspection of work.
Other
* Primarily provide support to the Property Asset Manager, with additional support to Building Surveying Managers if required.
* Support and offer advice to local Housing Officers and scheme-based staff.
* Quality checks on private contractor works.
* Assist the Clúid Works Team on the delivery of the Responsive Repair, when required.
* Clerk of works role on new build schemes, if required.

Essential Skills & Qualifications:
* Minimum of a degree in Building Surveying or a related area, with a willingness to undertake professional development.
* Extensive expertise in building surveying, contract management, and building pathology.
* Comprehensive understanding of SI137 of 2019 - Housing Standards for Rented Houses Regulations 2019 and relevant Health & Safety legislation.
* Proven ability to diagnose building defects, specify repairs, and develop remediation solutions.
* At least 3 years of experience in a similar role, including supervising on-site work programmes and contract management in a relevant sector.
* Demonstrated capability in project oversight, financial and budget management, and contractor management.
* Strong verbal and written communication skills, adept at report writing and delivering presentations.
* Effective in planning and organising at both organisational and personal levels, with the ability to manage multiple priorities and adapt to changes.
* I.T. skills at an intermediate level and good attention to detail.
* Ability to solve complex problems, set, satisfy, and exceed targets.
* Demonstrated ability to engage empathetically and discreetly with all stakeholders, including internal teams and external collaborators, with a particular focus on residents' needs and concerns.
