Department Profile: The Investment Management (IM) Financial Crimes Risk Team is embedded within the Firm's business line.
It is responsible for identifying, assessing, and escalating potential money laundering and reputational risk issues associated with higher risk client types.
The IM Financial Crimes Risk Team is considered the first line of defense and supports the onboarding, enhanced due diligence, and negative news processes for Morgan Stanley.
The Policies, Procedures, and Training VP will: Lead the development, implementation, and maintenance of BSA/AML policies and procedures for the IM FCR team.Ensure all policies and procedures align with applicable laws, regulations, and internal standards, including the USA PATRIOT Act, OFAC, and FATF recommendations.Regularly review and update policies to reflect changes in regulatory requirements, industry best practices, and business needs.Collaborate with senior leadership and other stakeholders to establish governance structures for policy adherence and accountability.Develop and manage comprehensive training programs to educate IM FCR employees on BSA/AML requirements, responsibilities, and best practices.Tailor training content for various audiences within the IM FCR Team.Conduct periodic reviews to assess the effectiveness of policies, procedures, and training programs.Use data analytics and feedback to identify gaps and implement improvements in compliance processes and employee awareness.Serve as a subject matter expert on BSA/AML policies and training during regulatory examinations and internal audits.Provide documentation and insights on the organization's compliance efforts to regulators and auditors as required.Work closely with compliance, legal, risk, and operations teams to ensure cohesive policy implementation and training delivery across the organization.Act as a trusted advisor to senior leadership, offering strategic insights on emerging risks, regulatory changes, and industry trends.Stay informed about evolving regulatory requirements, enforcement actions, and industry developments in BSA/AML compliance.Proactively adapt policies, procedures, and training programs to address emerging risks and regulatory expectations.Develop and maintain metrics and dashboards to measure the effectiveness of policies, procedures, and training programs.Provide regular reports to senior management, compliance committees, and other stakeholders on key performance indicators and risk mitigation efforts.Oversee the rollout of new or updated BSA/AML policies and procedures, ensuring clear communication and smooth integration into business operations.Ensure employees are well-informed of changes through effective communication strategies and supplemental training sessions.Identify and implement innovative solutions to enhance the effectiveness of BSA/AML policies, procedures, and training initiatives.Foster a culture of compliance and continuous improvement throughout the organization.Required Experience and Skills: Significant relevant experience with BSA/AML Regulations within the financial services industry, or at a financial services regulator (e.g., FINRA, Securities and Exchange Commission, Office of the Comptroller of the Currency, Federal Reserve Bank, etc.
)Have an undergraduate degree in Business, Finance, or other related fields.Strong leadership qualities with the ability to manage teams and evidence a strong work ethic as well as a high degree of integrity.Implementation and execution of Financial Crimes Programs requirements.Knowledge of Financial Crimes laws and regulations and familiarity with best practice first line procedures and processes.Operate with confidence and comfort in high-paced and high-profile environments.Analyze, summarize and communicate effectively.Distill complex ideas and concepts into actionable items.Identify issues, investigate root causes and propose comprehensive solutions.Handle highly confidential information professionally and with appropriate discretion.Certified as an Anti-Money Laundering Specialist by ACAMS or equivalent AML certification/license is a plus.Knowledge of Financial Crimes regulatory requirements and expectations.Working knowledge of MS Office (Microsoft Excel/PowerPoint/Word/Access).Strong time management and planning skills.Strong interpersonal skills and ability to communicate effectively both verbally and in writing.Experience in supporting audit and regulatory inquiries and interactions.WHAT YOU CAN EXPECT FROM MORGAN STANLEY: We are committed to maintaining the first-class service and high standard of excellence that have defined Morgan Stanley for over 85 years.
