INTERNAL/EXTERNAL COMPETITION Ref No: 2025/46 Project Engineer, Permanent, Full-time The primary role of the Project Engineer is to provide Technical, Operational and Project Management support to Engineering and Estates Department with respect to the Interim Development Works at the Rotunda Campus.
The Project Engineer will provide support in the progression of this major interim infrastructural capital development plan.
To facilitate the construction of the Critical Care Wing (CCW); the largest and most complex development at the Rotunda since the foundation of the Hospital in 1745, enabling capital developments works on and off site associated with the main development are required.
The SATSO will support projects of varying scale and complexity to include the construction, refurbishment and relocation of areas and departments to facilitate the main campus developments.
The successful candidate will be required to support the development of these projects under the guidance and direction of the Engineering Project Manager (EPM) and Head of Engineering and Estates Management (HOE&E).
This role will provide support for project(s) to include, but not limited to, input to design, specifications, project management, supervision and procurement associated with major capital building and refurbishment works, risk, asset management and the associated administrative requirements.
This person will report directly to the Engineering Project Manager and Head of Engineering and Estates Management(HOE&E) and will provide support in the development and delivery of capital projects in the Rotunda Hospital.
Professional Qualifications, Experience, etc.
i)Hold a Level 8 (or higher) Quality & Qualifications Ireland (QQI) major academic award in Architecture, Engineering, Surveying or Project Management accredited by the relevant Professional Institute (Society of Chartered Surveyors in Ireland, Royal Institution of Chartered Surveyors, Engineers Ireland, Royal Institute of Architects of Ireland etc.).
OR ii)Have Membership of the relevant professional association: -Society of Chartered Surveyors in Ireland -Royal Institution of Chartered Surveyors -Engineers Ireland -Royal Institute of Architects of Ireland OR iii)Be eligible for registration under the Building Control Act 2007, without requiring further assessment as it applies to your qualified discipline.
OR iv)Hold a qualification at least equivalent to i), ii) or iii).
AND v)Have had at least five years satisfactory experience after attaining the qualification at i), ii), iii) or iv) above in architecture, engineering, surveying work or Project Management, including adequate experience in the construction or maintenance of buildings or in the installation or maintenance of the mechanical, electrical and heating services of such buildings.
AND vi)Possess a high standard of technical training and experience.
AND vii)Possess the requisite knowledge and ability (including a high standard of suitability and of administrative capacity) for the proper discharge of the duties of the office.
Post Specific Requirements Demonstrate a level of experience as is relevant to the role including providing support in the progression major capital infrastructure projects, including experience in the construction and/or maintenance of buildings or in the installation or maintenance of the mechanical, electrical and heating services of such buildings.
Demonstrate technical training and experience as relevant to the role.

Good working knowledge of legislation and technical guidance in the estates area including Building, Planning, Health & Safety and Fire Safety Regulations.

Knowledge of option appraisal procedures, brief writing and building user consultation, cost estimation and control, hospital design, healthcare and project management and of the procurement process appropriate to public sector capital projects.
A knowledge of the Public Spending Code for major capital projects.
Knowledge and understanding ofthe Health Information and Quality Authority (HIQA) Standards, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards,Standards for Residential Careand Primary Care etc., as they apply to the role.

Principal Duties and Responsibilities Provide services as appropriate in the development and execution of major capital projects in the Rotunda Hospital and to plan and supervise the execution of these projects by; Providing Engineering support in the progression of major interim infrastructural capital developments onsite, to include the associated enabling capital developments on and off site associated with the main development.
Providing Project Management support to projects of varying scale and complexity including construction, refurbishment and relocation of areas and departments to facilitate the main campus developments.
Providing support to the operational readiness work streams of the various projects, working with a variety of project stakeholders.
Assist in the definition of requirements for design services, buildings, equipment and other inputs required from the Hospital through the management and preparation of comprehensive project briefs in consultation with the EPM and EOE&E, ensuring that the brief is known and understood, in appropriate detail, by all stakeholders impacted by the project.
Provide Technical, Project Management and Administrative Support for departmental activities including; Executing on engineering and project management deliverables relating to major capital Works, minor capital works, technical upgrades, refurbishments and other projects under the remit of the Engineering and Estates department.
Procuring and advising on the selection of Design Teams, other professional services and Contractors for Capital Projects, arranging and managing the procurement processes, as appropriate.
Developing and reviewing proposals with selected design teams and contractors Arranging for preparation of specifications, drawing and contract documents for Capital Projects and equipment.
Project Management of the necessary and appropriate consultation processes, meetings and other activities necessary to the satisfactory completion of the project including Rotunda staff, HSE Estates, design teams and other external stakeholders identified in the project.
Assisting in the orderly phasing of developments by agreeing appropriate arrangements with line management and to keep line management and senior clinical staff informed of the plans as the developments proceed.
Ensuring appropriate project handover processes are undertaken successfully, including the appropriate maintenance arrangements are established and agreed for new buildings.
Assisting with the developing action plans for the timely and efficient completion of contracts.Co-ordinating the tender and control stages of the project, having close liaison with the design team, site supervisory staff, etc.
on the one hand and hospital personnel on the other.
Supervising staff and contractors in the implementation of agreed programmes.
Working with service management and nurse planners to ensure that the equipping/commissioning teamis established in good time, is adequately briefed and trained, and is effectively supported in carrying out its work.
Participating in the equipping/commissioning works Managing and controlling agreed project timescales and budgets for planning, design, construction and equipping and budgets to agreed quality standards.
Consideration of potential difficulties and challenges, particularly those arising from phasing, variations, commissioning and vacating, and ensuring that where necessary these are either resolved directly or brought to the notice of the Project Team and Project Board, for decisions on avoidable claims for delays, extras etc.
Ensure that adequate fire prevention and safety measures and standards are devised and applied in relation to interim developments: Advise on facilities and environmental matters for interim developments in conjunction with services personnel and other estates personnel, and advisors.
Procurement of resources, contractors, service providers and equipment associated with these projects ensuring compliance with the Public Spending Code where applicable Review of project documentation are various project stages as required.
Obtaining approval to proposals as necessary in accordance with HSE protocols and regulations in a timely manner.
Working with Rotunda Staff on measures appropriate to enable the orderly phasing out of services in old facilities and the transfer to new facilities of staff and services.
Other Duties: Co-operate with the Rotunda Future Service Plans as required to carry out the duties of the post.
