Reporting to the Supply Chain Strategy Senior Manager, the Supply Chain Sustainability and Contract Technical Manager is responsible for ensuring that all Uisce Éireann RCMs have access to the appropriate supports through training, tendering process improvements, framework management and ownership and development of an effective contract management system. They will also be responsible for developing a Supply Chain Sustainable Procurement Strategy aligned to the overall business framework and ISO20400.
Main Duties and Responsibilities:
Responsible for the development and implementation of a Contract Support Strategy, outlining and subsequently implementing a vision for how Supply Chain can provide the most effective supports to the Uisce Éireann business in the management of their contracts.
Responsible for developing and implementing Supply Chains Sustainable Procurement Strategy ensuring alignment to the Uisce Éireann’s Sustainability Strategy Framework and ISO20400.
Responsible for managing and enhancing the Uisce Éireann Contract Management System to support RCMs across the business.
Development and management of a Contract Competency Framework, working with the relevant business areas to progress and refine.
Establish a process for the central management of multi-user frameworks in Uisce Éireann.
Provide analysis and insights on requested contract reviews to the respective Senior Strategy Manager/ Business Manager only, with proposals for remedial actions, where required.
Develop and implement a robust contract handover process, collaborating with key stakeholders to achieve same.
Provide Contract Support to the Senior Strategy Manager, through the coordination and delivery of related contract owner training, to enhance the RCM skill set across the various business areas.
Support the development and implementation of a governance framework for Supplier Relationship Management (SRM) in the business.
Work with the business and the Capital and Category teams in Supply Chain to ensure the appropriate methodology and processes are in place to identify sustainability priorities for Supply Chain including key tenders.
Overall responsibility for Supply Chains Governance Framework – Mission Statement, Supplier Charter and Action Plan.
Work with Supply Chain Operations and Uisce Éireann Legal to embed sustainability in Supply Chains policies, processes and templates.
Develop and implement a Supplier Engagement Plan, working with the Capital and Category teams in Supply Chain, to progress the sustainability agenda with the supply base.
Responsible for identifying and delivering Supply Chains sustainability training needs and increasing awareness of sustainability within Supply Chain.
Provide support to the Senior Strategy Manager and Buyers as required in the day-to-day management of contracts and Sustainable Procurement.
Act as the Supply Chain Subject Matter Expert in the management, administration and governance of internal contracts and Sustainable Procurement.
Lead and manage resources that may be allocated to the Contract Support Area from time to time.
General Duties and Responsibilites:
Collaboration with key internal stakeholders across the UÉ business.
Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours that are expected from everyone in the team.
Other duties as required.
Knowledge, Skills and Experience:
Relevant third level qualification and or accreditation is desirable
A minimum of 7 years’ experience in the water, utilities or similar industries is desirable and or relevant experience
Demonstrated leadership ability, proactive development, motivation and engagement of staff
Experience managing a large team, with strong people, change management and conflict resolution skills
Experience of developing and maintaining effective strategic partnerships with key stakeholders
Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others
Experience of supporting policies, systems and controls and driving the implementation of progressive policies.
You will have a proven track record in leadership, change & transformation experience ideally in a similar utility, regulated industry or multi stakeholder environment
Able to work to deadlines and adapt to changing conditions and ambiguity generating effective and pragmatic solutions to new situations and problems as they are presented.
