The Role:
Uisce Éireann IT (UÉ IT) provides IT services and support to the wider Uisce Éireann business, and across the Local Authority user base.
The IT-OT (Operational Technology) team houses the Operational Technology skills necessary to ensure the implementation and availability of all IT-OT applications and infrastructure, including hardware, networks, data center and disaster recovery. The IT-OT team plan and manage technical OT projects to renew and update the underlying OT infrastructure and safeguard UÉ OT systems by implementing robust security standards such as the Network and Information Systems Directive. The team play a critical role in the operation, integration and connectivity of systems such as the National Telemetry System, Leakage Management System, Operational Data Store and Enterprise Data Historian. The team manages and maintains these systems as befitting UÉ designation as an Operator of Essential Services.
Reporting to the IT-OT Operations & Service Manager, IT-OT Operational Support Leadis responsible for ensuring the day-to-day IT-OT support operations run smoothly,, the ongoing OT support to the National Operations Management Centre (NOMC), and the integration of telemetry, SCADA, leakage and historian systems and data with the mainstream IT estate. This role requires strong IT and OT technical skills and candidates will ideally come from a utility background with demonstrable leadership, communication, and relationship management skills.
Main Duties and Responsibilities:
Lead the Operational Support Team, ensuring the business continuity and fundamental reliability of the OT systems.
Identify and escalate operational risks with the support of the IT-OT Operations Analysts and develop actions to mitigate identified risks.
Responsible for maintaining the IT-OT estate software and configuration standards to support the operational business.
Monitor the Service Desk for IT-OT related activities to ensure they are allocated to the correct resolver group / team member and that completion is monitored and measured to demonstrate compliance of SLAs. This will include providing level 1.5 support for OT related support tickets and escalating to level 2/3 resolver groups where greater expertise is required
Support the IT-OT Service Lead in reviewing and managing the current business service catalogue for OT and develop further as required.
Assist the IT-OT Service Lead to define, manage, monitor, review and report on service level requirements and agreements.
Actively manage and put in place if necessary, external and internal resourcing, multi-team cross functional support agreements and support level agreements to ensure OT applications within the remit of the role are reliable, performant and fit for business use. This includes tracking and resolving incidents and problems and supporting the the IT-OT Service Lead in reporting on the same to IT and business.
Work within a team of skilled IT-OT technical professionals, promote cross-functional collaboration with a strong awareness of the role of the team within the wider IT function.
Support the IT-OT Service Lead in the management of Service Level Agreements and Operational Level Agreements, implementing and monitoring these with stakeholders for the support and delivery of OT systems.
Assist in the implementation of the Uisce Éireann Telemetry Strategy as a key contributor for Uisce Éireann IT, Asset Operations and Asset Management through the Telemetry Programme’s work streams.
Implement the OT systems patching cycles, upgrades and system changes.
Build strong relationships with the Local Authorities, supply chain, system integrators and the user community.
Understand the goals and objectives of the various telemetry programme work streams and work with the programme team to ensure that these are reached on target and compliant with industry standards.
Drive compliance with cybersecurity compliance requirements and best practice in line with the Network and Information Systems Directive (e.g: NIST Controls, CIS Hardening, IEC 62443 etc)..
Drive alignment through oversight of multiple interdependent time-series systems.
Promote and enforce strong governance including applications and compliance standards as set out at policy level. Strong understanding of the IT-OT team’s responsibilities in ensuring the delivery of time-series data from the National Telemetry System to theLeakage Management System, Operational Data Store and Enterprise Data Historian.
Support the IT-OT Technical Architecture Lead with designing a migration path for legacy systems into the National Telemetry System and collaborate with key stakeholders to manage deprecation and decommissioning.
Understand, track and report on system support costs. Participate in the annual budget planning process for systems within the remit of the role as required.
Support in management of IT-OT legacy systems as required
Participation in On Call Rota and flexibility for out of hours work as required.

Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours that are expected from everyone in the team.
Other duties as required.
Knowledge, Skills an Experience:
Relevant experience in a technical operational role in a complex 24x7x365, security focussed environment is desirable
Relevant third level qualification in Information Systems, Technology Management, Computer Science, Engineering or related field desirable
Experience in an OT, IT or Control and Automation environment
Relevant third level qualification and or accreditation is desirable and or relevant experience
A minimum of 5 years experience in the water, utilities or similar industries is desirable
Demonstrated people management experience, with strong people, change management and conflict resolution skillsExperience providing coaching in the development of the technical skills and abilities in others
Highly motivated individual, working to the highest professional standards and with proven ability to deliver results
Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements
