Overview:
As a Risk Manager Officer at GVSPE, an e-money institution regulated by the Central Bank of Ireland, you will be identifying, assessing, managing, and mitigating risks across the Firm. The role involves ensuring that the company complies with relevant regulatory requirements while developing and implementing effective risk management strategies to safeguard the institution's financial stability, reputation, and customer interests.
You will work closely with the Head of Risk ("HoR") and will collaborate with various departments to ensure a risk-aware culture and work closely with senior management to develop risk frameworks aligned with the business's growth objectives and regulatory standards. A thorough understanding of Risk Management principles, the Central Bank of Ireland's regulatory landscape, e-money services, and payments infrastructure is crucial for this role.
Main Purpose of the Job:
The Risk Manager will play a central role in monitoring the risk exposure of our Firm (GVSPE) and will assist in the enhancement of the existing risk management framework, as well as maintaining the risk register. The role involves working very closely with the Head of Risk to ensure the successful working of the Risk Management Framework within GVSPE.
This role will suit someone who has a minimum of 3 years risk experience and who is looking to work in a dynamic and entrepreneurial environment where they can help to build a robust risk function to support the business. The ideal candidate will have an understanding of risk management principles and the Irish Financial Services industry and be confident working in an evolving function where they will influence the future of our risk strategy.
Responsibilities:
1. Play a central role by providing professional and practical risk management advice and support to the HoR in developing an embedded risk function within GVSPE.
2. Identifying, assessing, and assisting with the mitigation of all risks facing the Firm.
3. Monitoring risks on an ongoing basis, allocating time and resources to risks that are outside tolerance.
4. Assist the HoR developing, implementing, maintaining, and monitoring GVSPE's Risk Appetite Statement ("RAS"). This includes the monitoring and reporting of the Firm's actual risk exposures against board approved pre-set risk limits including qualitative measures.
5. Maintenance of the Firms risk register via GRC system to include up-to-date information for all risks, controls, mitigation measures and responsible parties.
6. Further enhance functionality of the risk management software within GVSPE through regular liaison with the HoR and all relevant stakeholders, 1LOD, etc.
7. Undertake prescribed training to act as a system administrator of GVSPE's risk management software.
8. Involvement in the performing of risk assessments for (i) any new product, service, distribution partner or outsourcing proposals and (ii) as prescribed by the annual work plan.
9. Support the HoR with implementation and enhancement of the risk management framework.
10. Periodic testing of key controls to assess their effectiveness.
11. Assist HoR with the drafting of risk reports to the ARC Committee which are of a standard that enable them to accurately identify the key risks facing GVSPE. Prepare other risk management reports as requested by the Head of Risk.
12. Conduct business unit process reviews by analysing GVSPE's key operational & business processes to identify potential weaknesses and or control gaps/deficiencies.
13. Making the necessary information available to Internal Audit to facilitate a review of the risk function.
14. Assisting HoR with composing an annual risk management work plan.
15. Deliver risk management training to relevant stakeholders within the Firm, e.g., 1LOD, Executive Team, Board.
16. Work closely with senior leadership, including the Head of Risk, MD, Compliance, Finance, IT, Operations, Operation Resilience teams, to ensure a holistic approach to risk management.
17. Exploit internal and external sources of information to identify and communicate future changes within the e-money sector which may impact on the risk profile of GVSPE.
18. Provide guidance on suitable controls to be employed within GVSPE to mitigate prevailing risks.
19. Evaluation, review and updating of existing policies and procedures. Drafting of new policies and procedures where required.
20. Maintain technical and professional knowledge by attending educational workshops and training, obtaining relevant professional certifications, reviewing professional publications and books, establishing personal networks, participating in professional associations, and staying informed of any legal, policy and procedural changes relating to enterprise risk management.
21. Keep informed of industry changes, trends, and best practices, and assess the potential impact on processes and procedures.
22. Any other reasonable task or duty as per the instruction of the HoR.
Qualifications:
What you will need to be successful in the role. Key Qualifications:
1. Professional qualifications in risk management (e.g., IRM, PRMIA, or equivalent) or working towards a relevant qualification in risk management.
2. Minimum of 3 years' previous experience in a risk management role within the financial services sector, ideally with a focus on e-money, payment services, or fintech.
3. Strong understanding and experience of applying risk management principles.
4. Experience in developing and implementing risk management policies and processes.
5. Strong knowledge of regulatory frameworks, especially those of the Central Bank of Ireland, including Governance, Risk Management, Conduct & Culture, AML/CFT, Business Model, Strategy & Financial Resilience, Safeguarding, Operational Resilience & Outsourcing, PSD2, E-Money Regulations, and GDPR.
6. Familiarity with risk management software and tools.
7. Ability to maintain confidentiality, exercise discretion, and work independently under pressure.
8. Have an ability to produce a high standard of work in adherence to strict deadlines.
