The Role:
The Facilities area is responsible for obtaining and maintaining UÉ's headquarters and regional offices, including activities such as: security, property management, spatial planning, capital projects and building management. The function has the responsibility of delivering a highly effective Facilities Management Service for UÉ, this involves reviewing and implementing solutions to meet the current and future property and maintenance needs of the business, safeguarding the security of all UÉ’s facilities and locations and the management of the company’s complex fleet. It is an area that is and will be subject to significant change and expansion, supporting a large capital investment program, over the next number of years.
The Fleet team is responsible for managing and maintaining the UÉ fleet of vehicles, mobile equipment and specialist plant / equipment which has a potential scale of 1,800 to 2,000 vehicles / units. The team ensure that the size of the fleet and vehicle types are appropriate to meet the demands of UÉ and the Local Authorities. The team are responsible for developing, maintaining and standardising vehicle design standards / specifications across UÉ and manage the procurement of all fleet (both purchase and disposal) as well as delivering the significant fleet replacement and training programmes.
Reporting to the National Fleet Manager, the Fleet Training Manager is a key member of the Fleet Team responsible for the delivery of fleet training services for Uisce Éireann.
Main Duties and Responsibilities:
Manage training nationally for the UÉ fleet of vehicles, mobile equipment and specialist plant / equipment.
Ensure delivery (including budget and programme) of the various fleet training programmes.
Liaise with the Regional Operational teams to ensure that the training for the drivers and vehicle types in the regions is appropriate to meet the demands of the business.
Develop a training strategy by completing a gap analysis and assessment of current driver competencies / training records and conducting inspections / audits of vehicles as required.
Work with Supply Chain to develop, seek and evaluate tenders with regards to the provision of fleet training.
Co-ordinate roll out of training to drivers and liaise with HR, Learning and Development and Asset Operations. to agree training dates, venues, keeping of records etc.
Drive a strong behavioural culture of continuous improvement regarding training processes and procedures e.g., fleet course manuals and SOPs.
Support the implementation new technologies across fleet to promote a culture of continuous improvement e.g., training on use of handheld technology for vehicle inspections, use of new Fleet Management System to record driver training records, on-line driver assessments etc.
Act as key interface with fleet management suppliers in relation to fleet training activities to ensure provision of a safe, effective, and efficient service.
Act as the escalation point for any technical / driver / customer training related issues.
Manage and authorise all commercial aspects of training contracts including, agreeing cost centres, approving POs / payments and benchmarking costs.
Develop, maintain, and standardise training course materials / standards / specifications across UÉ.
Ensure compliance with all statutory and legislative requirements.
Track and report monthly on fleet training costs and KPIs and address issues / anomalies.
Assist with fuel / energy reduction programme including driver training.
Assist with Severe Weather / Business Continuity Plans e.g., training in use of 4x4 winter jeeps.
Act as key interface with all aspects of Health and Safety, in relation to fleet activities to ensure provision of Uisce Éireann “Work Safe Home Safe” values. Including point of contact for Uisce Éireann Occupational health and Safety, and regional Health & Safety teams.
Manage fleet training in line with UÉ (HSQE) Health, Safety, Quality and Environmental requirements.
Assist HSQE with risk assessments, identifying high risk drivers (e.g., apprentices), driver handbook etc.
Provide key information to National Fleet Manager to facilitate objective decision making.
Attend meetings with Senior Management / Regional Managers and act as point of contact for escalation.
Participate in the on-call rota for Fleet Management if required.
General Duties and Responsibilities:
Collaboration with key internal stakeholders across the UÉ business
Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours that are expected from everyone in the team.
Other duties as required.
Knowledge, Skills and Experience:
Relevant third level qualification level 8 and or accreditation is desired.
A minimum of 5 years’ experience in the water, utilities or similar industries is desirable and or relevant experience.
Deep technical knowledge of fleet management is desirable with relevant fleet management experience (Knowledge of fleet management systems desirable).
Demonstrate ability to managing a team and contractors.
Knowledge of Road Traffic Acts, Health & Safety legislation etc that apply to work related driving desirable, compliance verification/validation with licence checks etc.
Ability to develop and maintain effective strategic partnerships with key stakeholders internally and externally.
Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate information to others.
Highly motivated individual, working to the highest professional standards and with proven ability to deliver results.
Strong analytical skills and ability to identify and analyse problems and potential improvements and propose and implement solutions.
Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements.
Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job
Full, clean and valid Irish category B driving licence is minimum requirement. A clean driving licence is defined as meaning that the applicant has not been convicted of an offence under the Road Traffic Acts (other than an offence for which the penalty is the imposition of penalty points).
