JOB DESCRIPTION
Job Purpose
The overall purpose of the role is to:
* Conduct public procurement tenders ensuring that clients’ needs are met, and the requirements of the Public Procurement Regulations and Policy are adhered to.
* Establish close working relationships with clients to understand and assess their requirements.
* Assist with the effective management of their category.
Key Accountabilities
The objective of the role is that the post holder will:
* Conduct public procurement competitions that are compliant with all legal and policy requirements.
* Prepare tender documentation, ancillary documentation and reports, project completion reports and notification of outcome letters.
* Establish close working relationships with clients to understand and assess their requirements.
* Ensure that all process, procedures and quality management steps are adhered to.
* Ensure all competition files are accurate and up to date.
* Ensure that data is accurately completed and recorded on systems including on the organisation’s workflow management system.
* Report on project progression, timelines and deliverables ensuring that all information is correctly recorded in a timely fashion.
* Operate in a flexible, cooperative and supportive manner.
Key Working Relationships & Contacts
The Category Specialist will report to a Category Manager or Category Specialist Higher. They will work as part of a team and be given the opportunity to work on various and complex procurement projects on behalf of public sector clients.
Working Environment/Special Circumstances
The Category Specialist will have access to on-the-job learning, accredited training, coaching and mentoring and other supports to enable you to develop and enhance your professional procurement competencies and skills.
Normal office working hours and conditions apply (employees can apply under the UL blended working policy). May require flexibility in working hours from time to time and travel to attend EPS and procurement related meetings/events as required.

KNOWLEDGE, FUNCTIONAL SKILLS, EXPERIENCE & QUALIFICATIONS:
Essential Criteria:
* Higher Education/Professional/Technical or substantial acquired experience in a relevant discipline.
* Strong interpersonal and communication skills.
* Proficiency in MS Office - Excel, Word, PowerPoint and SharePoint.
* Minimum 2 years working in a professional business/commercial environment, ideally with purchasing, finance or procurement-related duties included in area of responsibility.
* Demonstrate an interest in pursuing a career in public procurement.
* Experience of operating successfully in a team environment.
Desirable Criteria:
* Have prior experience of procurement in the public/private sector.
* Knowledge of tender competition process.
* Awareness of EU Procurement Directives and Public Sector procurement environment.
* An understanding of the principles of category management.
* Project management experience.
* Experience of operating in a regulated environment.
