Call for Senior Evaluators in the Humanitarian, Development, and Democracy & Governance sectors

Our goal is to have a positive and sustainable impact on populations affected by crisis to improve their living standards and access to rights. We collect data, conduct analytics, and generate insights for both the private and public sectors. We use our insights to underpin strategic thinking and evidence-based decision-making.
We work extensively in the MENA region as well as East Africa and Ukraine with a wide range of clients including UN agencies, international NGOs, major donors, and private companies. We have been scaling up our operations and are also looking into projects in Latin America and West Africa.
Our projects focus on policy and programming, research, needs assessments, perception studies, context monitoring, and monitoring and evaluation. We work on thematic areas such as governance, conflict resolution, political economy, migration, prevention of violent extremism, youth, gender, human rights, employment, health, water, food security, and WASH. We provide rigorous statistical analysis, qualitative insights, concise reports, and visualize data for easy-to-grasp insights.
To strengthen our portfolio of projects, Voluntās is looking for highly qualified senior evaluators for potential long- and short-term consultancies across various thematic areas. While collaboration will be primarily remote, there may be opportunities for visits to Voluntās offices or countries of operation, as relevant.
We seek evaluators who can bring technical expertise and leadership across all stages of the evaluation process—from methodology design and instrument development to data analysis and strategic recommendations.
If you have extensive experience in impact evaluations, strategic evaluations, and methodologies such as Most Significant Change, and a passion for delivering high-quality assessments and driving learning, we encourage you to respond to this call.
Your profile
* Advanced degree (PhD, Master’s, or equivalent) in a relevant field (e.g., Social Sciences, Economics, Political Science, Development Studies, Evaluation, Public Policy, etc.)
* Minimum of 6 years of experience in designing, leading, and implementing evaluations, in international development, humanitarian aid, migration, governance, or ESG-related fields
* Proven experience working with institutional donors, such as the European Union (EU), Foreign, Commonwealth & Development Office (FCDO), USAID, UN agencies, World Bank, or other multilateral and bilateral donors
* Demonstrated experience conducting evaluations and research in diverse geographical contexts, including but not limited to:
o Fragile and conflict-affected settings: Ukraine, Libya, Palestine, Syria, Yemen, Afghanistan
o Migration routes and displacement contexts: North Africa, Sahel, Eastern Europe, Horn of Africa
o EU member states: Particularly in relation to governance, policy analysis, and integration programs
o Sub-Saharan Africa: Experience in humanitarian and development interventions
o South Asia and Latin America: Including experience in education, economic development, and social protection
* Excellent written and spoken English; fluency in other languages (Arabic, French, Hindi, Russian, Swahili, Ukrainian, etc.) is potentially desirable
* Ability to work independently, and meet deadlines in fast-paced environments
* High level of integrity, accountability, and a strong work ethic
