Project Manager - Chief Technical Services Officer

Role: The successful candidate will provide project management technical services and expenditure control as appropriate in the development and execution of capital projects. This includes planning and supervising the execution of these projects for a portfolio of commercial buildings, mental health facilities, and primary care units located in Kildare and Dublin West.
This office-based position is situated in Dublin 10 with site visits required. A blended working model applies, encompassing office, site, and home environments.
Standard Working Hours: 35 hours per week, Monday to Friday.
The successful candidate can expect a salary of €75,000 - €85,000, accompanied by annual increments, 30 days' annual leave plus bank holidays, expenses, and mileage.
Duties:
* Preparing a comprehensive brief for the projects
* Managing necessary consultation processes
* Complying with regulatory requirements, including permissions, licenses, certificates, and approvals
* Defining design service, building, and equipment requirements
* Selecting design teams, professional services, and contractors for capital projects, arranging procurement processes
* Developing proposals and action plans for timely and efficient contract completion
* Tender and control stages of the project coordination
* Supervising staff and contractors in programme implementation
* Controlling project timescales and budgets for planning, design, construction, and equipping to agreed quality standards
* Anticipating difficulties and problems, especially those arising from phasing, variations, commissioning, and vacating, ensuring direct resolution or decision-making on avoidable claims
* Managing and controlling project expenditures; current estimates of total costs, running statements of financial commitment, and forecasts of expenditure
* Maintenance arrangements for new buildings
* Ensuring programme completion within time and tender sum
* Fire precautions schemes and proposing priorities in resource allocation
* Work and consult with Property Managers and Fire Officers to ensure compliance with Property Transaction Protocols and other property-related tasks when assigned
* Energy conservation: Working with the Energy division to prepare and implement agreed investment proposals on energy-saving projects
* Monitoring and reporting on energy consumption, advising on investment proposals in energy-saving projects
* Facilities and environmental matters consulting with services personnel and capital & estates personnel, and advisors as required
Requirements:
A level 8 academic qualification in an engineering or construction discipline or associate professional membership with any of the following institutions:
* Engineers Ireland
* Society of Chartered Surveyors in Ireland
* Royal Institution of Chartered Surveyors
* Royal Institute of Architects of Ireland
The ideal candidate will have experience in planning, design, project management, or construction of highly compliant buildings or the installation or maintenance of mechanical, electrical, and heating services of such buildings. Minimum 5 years of experience is required, preferably with a professional engineering/consulting engineers/developers background.
