Market Framework
ComReg's Market Framework Division is responsible for regulating Ireland's radio spectrum. Radio spectrum is the medium over which all wireless communications (such as mobile phones, radars, radios, televisions, connected devices etc.) take place. It is a valuable national resource underpinning important economic, social and communications activities. Market Framework also performs other key regulatory duties such as evaluating the resilience, security, performance and integrity of operators' networks, managing and collating the reporting of network incidents and managing Ireland's National Telephone Numbering Scheme.
The Numbering Team
ComReg's Numbering Team manages the National Telecommunications Numbering Scheme in Ireland. The team is responsible for the design of the scheme, and for setting the eligibility criteria and rules for number use, with the objectives of both protecting consumers and promoting competition. As part of the team, you will contribute to the delivery of the numbering team's objectives for 2025 and beyond.
Current Areas Of Focus For The Team Include
Day-to-day management of the National Telephone Numbering Scheme. This includes:
1. Assigning numbers and other identifiers for new and existing services.
2. Ensuring that numbers and other identifiers are used in accordance with their conditions of use.
3. Developing frameworks for new and innovative services.
Enhancing trust in numbers and preventing nuisance or scam calls and texts through continued evolution of targeted network-based interventions.
Working with colleagues in other ComReg divisions on numbering-related monitoring and compliance activities.
Managing discreet projects where changes to the national telephone numbering scheme are required.
Contributing to international number management policy in CEPT, BEREC and ITU.
Role And Responsibilities
As a Telecoms Analyst, you will have strong project management and organisational skills. You will have the ability to analyse complex technical issues, extract important concepts for the adaption and ongoing development of numbering policy and articulate those points to the team and senior management within ComReg.
Responsibilities
Reporting to the manager of numbering policy and operations, you will have responsibility for work on one or more of the above areas of focus, and will be responsible for:
1. Carrying out research, analysis and critical evaluation of information to identify and consider numbering policy options.
2. Developing project plans and assisting the team to deliver timely outcomes.
3. Drafting ComReg consultation and decision documents, preparing reports and making presentations on policy matters both internally and externally.
4. Working with industry stakeholders on policy implementation and co-ordinating the development of industry-agreed processes.
5. Advising on the further development of ComReg's number management processes and IT systems.
6. Representing Ireland/ComReg at relevant European expert working groups from time to time.
Qualifications & Experience
Essential
* Honours degree in telecommunications, engineering, IT or another closely related discipline.
* Demonstrable work experience, ideally in a telco, equipment vendor or consultancy environment.
* Knowledge of circuit-switched and packet-switched network technologies.
* An ability to apply strategic thinking and problem-solving techniques to a wide range of theoretical and practical problems.
* Ability to plan and deliver complex projects in a multi-disciplinary environment, to tight deadlines.
* Excellent verbal, written and inter-personal communication skills with demonstrable ability to draft documents in a rational, evidence-based, clear and concise manner and express views within a multi-disciplinary environment.
* A high level of motivation and personal initiative.
Desirable
* A post-graduate qualification or accreditation in business, economics, IT or project management.
* Knowledge of mobile operators' Business & Operational Support Systems (BSS/OSS).
* Telecoms or IT product management experience.
* A good understanding of the telecoms sector in Ireland.
* Experience in working with consultants to deliver projects.
* An appreciation and understanding of the environment (regulatory, legislative, political, industrial, economic, societal) within which ComReg operates.

Salary €62,842.22 - €86,787.06 * (entry will be at the minimum point and the rate of remuneration may be adjusted from time to time in line with Government pay policy.)
